From steps 4 and 6 is where the issues lie. There needs to be a rule in which bets made have to be within a calendar year of completion and the assets have to be in circulation. This bet thoroughly sucks for Thom and as far as I'm concerned, as a non-invested party, I think this bet needs to be voided.
Not even that complicated. The bets are made outside the bbkl, and as long as they are not BBKL/CBA/best for the league circumvention they can happen - but will not be enforced by the BBKL, nor are they tied to a BBKL franchise. All bets are between GMs.
This can become painfully clear if you examine some of the early bets: Shook and myself wagering hard cold cash -> that's not passing from one GM to the next; this is no different, although the currency is.
We have regulations against movement of picks in excess of 1 draft in advance, this is an example why. Otherwise a former GM of a team can devastate it for years, basically making it impossible to repair baring a 3 year wait. So regardless of what Kareem tried to do, the pick was protected during his tenure and was still protected when he left.
