Expansion Draft Details

All protection lists are due by 7PM EST May 15th, Vegas can announce his team at any time afterwards, but must be announced by May 22nd at 7PM EST.

BBKL will be following the NHL rules for who is eligible and exempt with the exception of UFAs needing protection in our league. The 40/70 rule and minimum player exposure rules are also in play, but UFAs count unlike in the NHL. Kovalchuk due to his NHL experience woulld need protection, but Shipachyov would not who has no professional seasons in N.A. It should be straight forward, but any players that fall into a grey area can be ruled upon by CC if they are eligible or exempt. CapFriendly is the current source we are using and should be referred to if you are unsure on a player.

Positional restrictions:

3 goalies max
Minimum of 8 defensemen (max of 13)
Minimum of 14 forwards (max of 19)

Penalties to teams not meeting exposure requirements will be severe and handled on a case to case basis by the CC, but it is in your BEST interest to be compliant since there is plenty of time to acquire a player to expose if needed.

Dear Mike & CC,

I am writing you to officially tender my resignation from the BBKL and my role as GM of the Tampa Bay organization.

While I greatly appreciated my time with the league, recent changes and decisions in organization have changed my position at the BBKL. I feel that it's best for my own satisfaction in fantasy hockey to focus my attention at a place that is fun, and not a headache, at every turn. I believe in keeping things prioritized, know I did so during my tenure running the league and have lost faith in the current leadership.

Please let me know if I can be of assistance during this transition. However I know Scott has the books in order, We (me too) already paid a good portion of the 5 year fantrax, and leave the incoming GM with a host of options with the competitive roster.

CC has come to the decision that once Vegas Golden Knights make their first selection in the Expansion draft that No GMs including GM Tim will be able to make trades until the conclusion of the expansion draft reveal so as not to give unfair advantage or disadvantage to GMs whose selection is revealed at differing times in the draft.

Effective Immediately, Tbone has been hired as the GM of the Tampa Bay Lightning. Sensfanjosh will be his advisor until June 9th, Tbone will require Josh's approval on any deals prior to that date. Tbone will have a trade freeze until the BBKL roster freeze is lifted, the short time period is due to previous league experience with the same stats and to give the opportunity to trade after expansion when there is a potential for trades leading into the entry draft.

From this season onward the Waiver Draft is scheduled to start on the second last Monday of September.

"second last Monday of September" for this year means Monday 18th, so September 18th is the date our 2017 Waiver Draft will begin.

Starting time is set at 9 a.m. Eastern.

Due to Columbus (Dave) making an illegal claim that put his team over 50 contracts during the season, the claim of biega is refused and the player shall go to the next team That submitted a claim during the 24 hour period, or if no other claim had been submitted the player shall be returned to the team originally waiving biega, the Toronto Maple Leafs.

Also, as per the following CBA rule, Dave has been fined a 5th and 6th in 2018.

5-2 : If a team is over the roster maximum they will be charged a 3rd round pick in the upcoming draft if a 3rd pick is not owned their next two highest picks will suffice

Please report in that dedicated thread any mistake you might notice, or any remaining players with dual positions I might have missed: once again, dual positions are not allowed in our league.
It's your responsibility to make you lineup legal accordingly with the new positions for next roster lock.

If things change before Monday's roster lock (i.e. FOR moves back over/below the .45 threshold, or GP threshold is reached) making a player of yours eligible for the switch, you have time till Monday's roster lock to request the switch if you would like so.
After Monday's lock positions (aside from mistanken ones like duals) are going to remain the same until the final update, scheduled to happen before our trade deadline

Effective Immediately, Da_Hawks has been hired as the GM of the Chicago Black Hawks. Bruyns will be his advisor until January 19th, Da_Hawks will require Bruyns approval on any deals prior to that date.

Effective at Noon today Brett Connolly of Nashville Predators BBKL will be placed on Waivers.

GM Kyuss came forward to admit he had accidentally placed four waiver eligible players outside his fantrax lineup. He has chosen to waive Brett Connolly.

The BBKL CBA states "4-4-1: Penalty to be decided by CC."

This ruling will be set as a precedent for similar issues in the future (except in extreme circumstances) for consistent rulings.

Please take not of the new players' positions on your roster (and point out any mistakes/omissions) and set your lineup accordingly at next roster lock, right after our trade deadline

Also remind, dual positions are not allowed in our league, so if you have any on your roster you need to report them inside the thread linked above.

It has recently been brought to the attention of the CC that some teams have not been dressing their best lineups in recent weeks.

As a result, after a CC investigation, a few past lineups have been slightly adjusted for a number of teams.

As per the CBA:

8 TANKING

8-1: the CC have added a new general rule to prevent unfair tanking, something that not only affects the final draft order, but also alter the rest of the standings as a result of disguised matchups:

Blatant tanking on purpose is not allowed. Not even after reaching gp minimums.
This means when a GM is caught blatantly dressing a worse lineup* than the one available, the league can fix the lineup immediately (this to save the integrity of the matchup and not giving up free pts to the opponent, hence screwing our standings as a result) and apply sanctions to the offending GM.
If the 'irregular' lineup is only detected afterwards, along with applying sanctions, the advantage earned by dressing a bad lineup on purpose will be taken away in the final standings by adding the points of the stats the offending GM lost in the affected matchup.

* the accused GM will have the chance to explain his lineup decisions if he disagrees with the eventual CC intervention, but the CC will obviously have the final word.

The adjustments took into account the following:
- Cap situation
- Slided contracts
- Whether any players would have to be waived
- The dates for which players were hurt/demoted/began playing regularly and their proximity to the roster lock for each week

All of these changes swapped out players that were hurt/demoted/unsigned or barely playing prior to the roster lock. We did not consider switching regulars for regulars due to opinions of a players ability.

We understand that sometimes we can forget to make a roster move here and there, and that most of these did seem like they could be accidental. However, it was only fair to adjust all of these cases, rather than speculate the intent.

All GMs who's lineups were effected will receive a PM notifying them that their lineups were changed.

No fines or official warnings will be given out this time.

The anti-tanking rules in the CBA will be updated this summer and fines will likely be implemented for future violations, beginning next season.

As arz and chicago missed gp their 1st round picks will each be moving back 1 spot.

The new pre draft lottery rankings are
1. Nyr
2. Arz
3. Sjs (chicago pick)

However, since SJS owns the Chicago pick, and Chicago was given a pass on gp this season, Sjs shall receive a 2nd and 3rd round picks (63rd, 94th) in the 2018 or 2019 drafts that will be provided by the league; however, if the Chicago pick wins 1st or 2nd in the entry draft, then no picks will be rewarded as per the cba.
