But it's really 7-3-1

And then it's 8-1

So it's any 8 any 8 skaters right? Not 4 fwds 4 D correct?

ya 4-4 is misleading but ppl assume the total of 8 they would want to go with more than 3 def and probably won't go for 5 def so usually would be 4-4

You can have any combo if you just keep 8 skaters. The downside being you protect two fewer skaters than the other option.
