CC overhaul
As requested, the CC group has been expanded with the purpose of making it more active and effective moving forward.
At least for now, all 4 current members retain their spots: Chuck, Dave, Matt, Mik
In addition to those, the following three GMs have been added:
Arian (EDM)
Matthew (ANA)
Thom (WSH)
Good luck to them, hopefully they will prove to be helpful additions.
Furthermore, Shoalzie (DET) has been chosen to replace Shep as co-Administrator of the league. Congrats.

As trades are about to re-open, here are the parameters for waivers eligibility in the 2016/2017 BBKL season:
Skaters will need to have played max 120 NHL regular season games AND to have yet to turn 26 as of October 1st to be waiver exempt throughout the starting BBKL season.
Goalies will need to have played max 60 NHL regular season games AND to have yet to turn 26 as of October 1st to be waiver exempt throughout the starting BBKL season.
However, an exception is made for players who have yet to play a single NHL game. Those players will be exempt to waivers even if already 26 yrs old.
In bold what's new for the upcoming season.

Finally, here are the amended guidelines that will be used from now onward to determine draft positions and sanctions for teams failing to reach the minimal requirements for games played (see the highlighted parts for what [1] -> [4] changes were applied to the previous version):Chuck Norris wroteCOLON.....
It should also be noted that the guidelines that were announced for this situation are flawed and will be reviewed/revised by the CC. The CC takes full responsibility for enacting a flawed set of guidelines but will honor what was announced until a proper review/revision of the guidelines can take place.

1- the team's 1st rounder will be moved back before the lottery occurs [1] at least one spot if GP minimums are not reached
Formula to assess the amount of the pick/s' penalization:
Adjustment = POINTSperGPskaters x UnderLimitSkaters + POINTSperGPgoalies x UnderLimitGoalies [2]
Points + Adjustment = points to be used in the standings to determine the pre-lottery draft order
UnderLimitSkaters = number of games missing to reach the GP minimum for skaters
UnderLimitGoalies = number of games missing to reach the GP minimum for goalies
POINTSperGPskaters = (Points from skaters' stats)/(GP by skaters)
POINTSperGPgoalies = (Points from goalies' stats)/(GP by goalies)
Points = total points at the end of the season
Essentially, the team position is just being adjusted for the missed games; the ensuing new position in the standing affects all the team's picks still owned and the team's 1st round pick no matter if still owned or not.
If the 1st round pick is still owned by the offending GM, his team will not be eligible to advance in the draft order as a result of the lottery (its lottery chances will be based on the pre-lottery adjusted position, but winning one of the draws will only affect our draft order if it wouldn't improve the pre-lottery positioning of the pick). [3]
2- Seriousness of the offence
- within 246GP = 1 warning for removal
- equal to or greater then 246GP = 2 warnings for removal
- 2nd time offender = eligible for removal* (like any GM that gets 3 official warnings)
*obviously, eligible for removal only means a vote on the GM removal wil occur inside the CC. It doesn't mean per se the GM will be indeed removed.
GMs will be allowed to produce all sorts of evidences suggesting missing GPs was not caused by their conduct. Removal will depend on the voting outcome.
3- Compensation owed by the offending GM to the eventual owner of the diminished first rounder*
- If the pick is moved 2 or less spots:
and the pick is #1, a first round selection in this same draft
and the pick is #2-5, a 2nd and a 3rd round selection (this draft year or next)
and the pick is 6+, a 2nd round selection
if the offending GM doesn't own the compensatory picks he will have to acquire them on the market
- If the pick is moved more then 2 spots:
and the pick is #1-5, the league will also compensate the GM with a pick between the 1st and 2nd round (30b)
and the pick is 6+, the league will also compensate the GM with a pick between the 2nd and 3rd round (60b)
- if the lowered first round pick wins one of the three lottery draws and as a result the team that traded for that pick does not get hurt in the final draft order by the fact the pre-lottery positioning of the acquired pick was lowered, its owner is not due any of the aforementioned compensations. The offending GM has those picks dropped instead [4]
*Obviously point #3 depends on when the owner of the pick acquired it. If the pick is acquired at the end of the season, or when its team is already on par of missing gp, #3 will not apply, as the owner acquired an asset (the pick) that already had diminished value at the time of the deal.
Points #3 also work as sanctions for the GM responsible of missing gp. If the pick is traded at a time that voids #3, instead of sanctions you would have decreased value of the pick already affecting the offending GM in the deal. "

Reasoning:
[1] to protect teams that finished below the offending team in the standings because of its infraction (missed GP minimums): applying the sanction/adjustment after the lottery would not award such teams the increased lottery odds they deserve.
[2] ARZ case this season pointed out the need to distinguish between skaters and goalies when determining the correct adjustment in the standings. Counting goalies as well when assessing the average contribution of a missed game by a skater would screw the evaluation especially if the team had good goaltending during that season.
[3] otherwise the offender would benefit from the sanction, when all is said and done. However, if that bbkl team has a different GM than the one that caused the infraction (removed, or quitted), his team will be allowed to move up in the draft order as a result of the lottery.
[4] there is obviously no need anymore for such owner to be compensated for the pre-lottery lowering of the pick. This will prevent what happened last year with PHI as Lee also got compensation on top of getting Eichel. The extent of the compensation (owed or dropped picks) might also be reviewed during the off-season.

As for Cliff specific case, Arizona finished this season 27th overall with 923 pts, with needed skater GP adjustment due to being 39 GP short of 1100.
Applying the above guidelines, UnderLimitGoalies = 0 => goalies don't contribute to the adjustment :
- Adjustment = POINTSperGPskaters x UnderLimitSkaters + POINTSperGPgoalies x UnderLimitGoalies = (549/1061) x 39 + 0 = 20
- points to be used in the standings to determine the pre-lottery draft order = Points + Adjustment = 923 + 20 = 943

Effective Immediately, Koomzzz has been hired as the GM of the St. Louis Blues. I will be his Senior Advisor until June 15th, as such Koomzzz will require my approval on any deals prior to that date. Due to the impending 2016 Entry Draft, Koomzzz's trade freeze will be lifted the day of the draft: June 1st, 2016.

Effective immediately all entry draft picks (2 years worth) are now physical assets on Fantrax that can be traded. When you trade a pick; said pick must also be traded in your deal on Fantrax. All existing picks involved in trades have been updated as of today's date. It is your responsibility to keep these picks accurate and traded when appropriate.
It should be noted that Scott is still our master pick tracker and will continue his own tracking system. In the case of disputes Scott's tracking system will hold priority over what is listed on Fantrax.

Effective Immediately, Devily has been hired as the GM of the New Jersey Devils. Senior Advisor has not yet been named if anyone wishes to volunteer and he will have a trade freeze until the waiver draft. Some GMs might know him as Sharky and I am sure he will be a valuable member of our league.

Roster submissions will begin Friday, October 7. Your roster must be submitted by Monday, October 10 at 11:59 p.m.
Post a link of your "Preseason" sheet to say you're ready for your roster to be reviewed. You can't have more than 90 roster players and 50 contracts and you must be under the salary cap and above the salary floor.
Any non-waiver exempt sent to the minors must clear waivers. Waivers will open at noon on Tuesday, October 11. All players waived during the roster submission will go on waivers on Tuesday. The waiver window will run from noon to noon every day during the season.
Reminder, the regular season begins Wednesday, October 12.

- updates will apply to Monday 5th roster lock (week #9)
- after November 30th GMs may request data and role revision for a player of theirs within Monday 5th (status might change between nov 30th and dec 5th for players on the bubble. Or there may have been omissions in the update)
- eligible for the update will be veterans with at least 20gp and bbkl-rookies (i.e. players who currently still have their bbkl role determined by default fantrax position) with at least 10 games as of nov 30th (or as of the date a request comes in between nov 30th and dec 5th)
- a second automatic update will occur before the trade deadline in a date yet to be determined
- NO updates will occur between the 2 automatic updates

Not a long time ago we decided to leave the fantrax default position (instead of going to look for nhl.com original draft list like in the past) for those players not eligible yet for FOR determination, but when it's a dual it's problematic to go back and find out which was the player's original position on fantrax. Not to mention, for some players fantrax might have assigned a dual right from the start..
For this reason, we decided to use the in-season FOR (no matter the # of GP) to eliminate duals for players who never met the minimum threshold (10 games in a single season, for bbkl rookies) to be eligible for update by FOR.
And for those who have zero games on the season, we'll go looking for their position on nhl.com and set that position as provisional starting position (duals there would be W for us. Btw, it seems going to the original draft list position is in fact not even an option anymore cause apparently the new AWFUL nhl.com site doesn't allow you to access those lists anymore).
For duals who already qualified to have their position determined by FOR in the past, they'll be assigned the position they belonged to in the last season they did. Which is obviously the same position they had at the start of the season, before Fantrax added the dual.
