There has to be a minimum time period kept on active roster, imo. Otherwise this is an abuse of the entire process, imo.

Isn't the NHL rule as follows?:

Toronto waives Keith Aucoin. NYI places claim. They re-waive him. If he clears Toronto has the first right of refusal to put him back with the Marlies? Something like that?
