Upon further review and with a landslide decision the following dates should be noted:
Free drop period for contracted players ends Sept.20th
Waiver draft begins at 12 p.m. EST on September 20, 2011
Roaster Submission is due October 1st, 2011

Personally, I don't think waivers should apply until the 10th game of the NHL regular season, or roughly week 3 roster submission. That way, we can send players up and down freely, without having to worry about our 9 game rookies being sent down and having to plug a hole in the lineup.

on september 20th (-> before the start of the waiver draft) rosters will have be compliant with the limit of #67 players.
Again, please note the roster cut deadline is scheduled on september 20th and not on roster submission date (october 1st).

Basically, you have to be at 67 before the waiver draft but can you go over during the draft? I've got 5 picks currently...do I have to be at 62 or just leave myself an out with my 5 picks so I can still get back down to 67 before October 1? If I pick 5 new guys to put me to 72 but I still have 5 UFAs on the my roster...I'm okay to just drop them before October 1?
What I mainly asking is are we supposed to stay at or below 67 from September 20 on? I know when the season starts, you can't go over from waiver claims and trades.
October 1 is when we have to be kosher on all levels...correct number of players and a set lineup of 20-23 and we have to be cap complient.

It's 50 contracted, 67 total, and yes you have to be player compliant before the waiver draft.

The vote went down with the following choices: All eligible GM's get compensation or none get compensation. The vote determined that all eligible will get compensation. In my case, I have 64 players and 5 waiver picks. Do I need to drop 2 players before the start of the waiver draft.

Kareem is correct. After the drop period under no-circumstance can a team exceed 67 players.
