NEW YORK -- The National Hockey League announced today changes to its Draft Lottery, a weighted system implemented and utilized to determine the order of selection in the first round of the NHL Draft for the 14 Clubs not qualifying for the Stanley Cup Playoffs (or the Clubs that have acquired the first-round drafting positions of those non-playoff teams).

These changes will be phased in over a two-year period, beginning with the Draft Lottery in 2015.

2015 NHL Draft Lottery

The odds of winning the first overall selection in the NHL Draft for the 14 non-Playoff teams will be adjusted to more appropriately reflect the current state of competitive balance in the League. This will result in a more evenly-balanced allocation of odds, with the 10 highest-finishing non-Playoff qualifying teams receiving higher (better) Draft Lottery odds than they received previously and the four lowest-finishing teams receiving lower (worse) odds. The revised set of odds will remain in effect year-to-year in the future.

2016 NHL Draft Lottery

Beginning in 2016, the Draft Lottery will be utilized to assign the top three drafting slots in the NHL Draft, an expansion over previous years when the Draft Lottery was used to determine the winner of the first overall selection only.

Three draws will be held: the 1st Lottery draw will determine the Club selecting first overall, the 2nd Lottery draw will determine the Club selecting second overall and the 3rd Lottery draw will determine the club selecting third overall.

As a result of this change, the team earning the fewest points during the regular season will no longer be guaranteed, at worst, the second overall pick. That club could fall as low as fourth overall.

The allocation of odds for the 1st Lottery draw will be the same as outlined above for the 2015 NHL Draft Lottery. The odds for the remaining teams will increase on a proportionate basis for the 2nd Lottery draw, based on which Club wins the 1st Lottery draw, and again for the 3rd Lottery draw, based on which Club wins the 2nd Lottery draw.

The 11 Clubs not selected in the Draft Lottery will be assigned NHL Draft selections 4 through 14, in inverse order of regular-season points.
I'm a fan, adds more excitement for non-playoff teams and lessens the chance of getting caught in that "Not a contender but not bad enough to get a shot at franchise players" area of mediocrity we have seen with many teams. Overall it gives teams more incentive to ice a competitive roster, and for that reason alone I see it as a positive change.

the percentage difference btwn 2-3-4th overalls really good... those positions often make the make-or-break type difference of prospect tier

The format for 2015 doesn't change...just the odds are evened out. That 2016 format with the top 3 picks being chosen via the lottery should be interesting.

I image we'd keep the formatting with our picks tied to the NHL teams in the same position.

Ensure accuracy by having a mirror team from our standings to the NHL standings, whatever happens to them is reflected for us :)

CapGeek shows who the slide risks are...but how do you enforce it is during the season? If they play over 10 games, you have to count their contract towards your 50?

There's only a few per team at most so it wouldn't be impossible to do. Someone would have be the "slide cop" can keep an eye on when a player isn't a slide risk anymore.


Dumb question, that's where the whole playing a rookie just 9 games in the NHL thing comes from? Play a rookie that is a slide risk up to 9 games and decide if you want to essentially start their contract clock if you let them play the 10th game and beyond?

it's just too much tracking for individuals to all be on top of
i think it has been discussed before, that if we will do the sliding thing, we HAVE to have a select designated member to be on top of all 30...

I am strongly in favor as well, being a team similar to Lee's in terms of lots of young assets it really sucks having to drop someone (Dane Fox) last year because my asset list with contracts is too large, including guys like Laughton who have contracts but are playing in junior. It forces rebuilding teams to make tough decisions that they never need to make in real life.

A rule wherein we must submit whether we want to have a player eligible for callup during the season or not might also work rather than tracking real life, i.e. players on entry level deals can be 'returned to junior' and thus not eligible to be put into a lineup during that given season, or they can be put into the NHL/AHL system and have their contract count against the limit of 50, but also be eligible to be put into the lineup.

That's my, admittedly biased, two cents.

that sounds like no more work for all the GMs, and like we'd have a place we can reference.


I'll bring up in CC. I think we're at the point that we need to maintain or decrease the existing workload, not increase it - this seems to add no more work to the main core of GMs.

I think Lee or myself could do that.

Pull the names off CapGeek. As the season progresses...keep track of those players and when they reach 10 games. If they do, the team needs to make sure they're at 50 contracts in order for that player to be remain eligible.

The only teams this applies to are those carrying a lot of prospects and are at or near 50 contracts. They just need to make the designation when we do roster submissions before the season starts.
