Does the waiver order switch at some point to this year's standings or is it always based off of the last season?

What happens is we start with last year's standings but as each team makes a successful claim, they go to the bottom of the list. Whomever gets Ellerby, that team goes down to 30th in priority.

Can you remove Sean Collins from the waiver list. He already cleared but didnt need to. He is 24 with 6 gp...lol my bad...
