Hi Nick, I think Steve is providing advice on a voluntarily basis. Should trade "advisor" not be allowed to trade with the new GMs, I think this should be brought to the CC for discussion, otherwise I think Steve is doing good for Phion to ease him into the league. I, too, am just giving him opinions on trades but it is his decision to choose on what's best for his team.
