It's because Phoenix is going to be in Quebec City next season, that's why Doan is testing the market.

From what I've read it's due to ownership issues. He doesn't want to sign right now for 1-2 years and the team end up Quebec and he has to move his family etc. I'm thinking it's likely he stays in Phoenix, but will wait till ownership becomes more clear. The Ottawa Senators Assistant General Manager, Tim Murray was on the Team 1200 yesterday, and had some very interesting things to say with respect to the Justin Schultz situation, among them:
- Senators are interested, and will make an offer for Justin Schultz
- Compares his style to Erik Karlsson
- Ability to change game is more on the offensive side of the ice than the defensive side
- "Transition game is outstanding"
- Thinks Schultz can play now
- Believes Justin Schultz wants to play in Canada
- "Without telling secrets it (Schultz' list) is down to 3-5 teams"
- Ottawa believed to be on Schultz' short list
- Believes Schultz is looking to be apart of a competitive team that he can have an impact on
- Senators will sell Schultz on the fact that they are competitive now, young, and can give him important minutes
- Thinks Senators are further ahead than other teams (appeared to be referring to the Leafs, Flames and Oilers)

Link doesn't work for me. Also side note I think Tim Murray is a large part of the reason Ottawa's been reasonably successful these last few years. Wouldn't be surprised if he is on a short list to be a GM sometime soon.
