I didn't realize this would be such a stiff punishment...makes me hate myself even more for trading that pick for a missing button and some pocket lint. The lesson to be learned for me is if you trade a 1st round pick when (at the time) you're mediocre/a borderline playoff team...don't make your team worse after the fact to make that pick more valuable for another team. Never again from this guy, that for sure...
What is a bit puzzling with this ruling is you're actually punishing the teams who own these picks...not the offending teams themselves...basically what Luke eluded to. If anything, we should punish these teams for future picks that are still in their possession if they don't own their pick now. Considering how much wheeling and dealing that goes on, it's hard to punish a team for the given year because those picks can could've been moved multiple times.
For having to do something like trade away a future Calder-finalist (Henrique) and Mark Stone for a bunch of spare parts just to meet GP standards when I don't even own my 1st rounder anyway...what would've been my motivation to not make the minimum GP? Knowing this, I probably should've not worried about the rule since I would've gotten away with it essentially and kept two valuable pieces.
That being said, you have this rule for a reason...you should punish teams for not playing enough man games to keep competive balance through the league (and prevent obvious tanking). However, if this is going to be the typical punishment, some teams are going to get away without a scratch if they don't own their pick. There has to be a way to punish the team itself in some fashion or why have the rule at all?
My suggestion would be punish the team if they own their pick and bar them from trading it after it slides. They're basically stuck with the pick at the new position for the upcoming draft. If that can't occur that given year, then role it over to next year and punish the team the next year when they actually possess their own 1st round pick. Let's say I violated the rule and I didn't own my pick this year...just role it to next year when I have my pick and basically bar me from trading it away.

1) Pick is being adjusted, not fined. It is an unfair advantage amongst low picks to be under the GP regulation.
2) Offending GMs will be fined based on the magnitude, control and intent of their missed regulation.
3) Additional regulations will not fix this issue, GMs taking it upon themselves and managing competitive teams under the rules is more then expected, it's a league requirement. Over regulation will not solve the issue

Fair enough! I am happy to hear that it's being looked into as I would expect myself to be punished if I was to miss GP even if I didn't own my pick.Nick wroteCOLONKapG wroteCOLONI personally brought it up because I feel it is not fair AT ALL for Luke. The team that actually missed GP isn't even being disciplined. Note my previous post. Not gonna make min GP? That's cool, just trade your first for good value and it won't matter since the team taking your pick back is the one who is going to be fucked.

You're mistaken that the offenders are not being punished, their situations are simply being looked into.

The one thing that can at least keep a team from tanking just to get the #1 pick is at least their is a lottery and this year, the worst team wouldn't have gotten the #1 pick anyway.
I know the CC will do what's right...just wanting to make sure if a team breaks a rule, they don't get away with it and that other teams don't get dinged as collateral damage.

Due to the number of trades and variations in missed GP, it's impossible to come up with a "SET" punishment. Specifically if it was regards to fining a pick. What if they have no picks? It, unfortunately, has to be situational and as similar as possible. All factors will be looked into when punishing the GM that misses the GP.
Needless to say, the PICK itself moving down 1 spot isn't the only thing. It's the first part. The second part is fining the GM that missed the GP.

the premise of having picks pushed back is that what if dallas had met the preset requirement for gp and eventually finished 3rd overall, that would be the exact same out come as we have now, only in our reality dallas finished last with help from the fact that his team was x number of games under the allowable limit therefore the owing teams pick is pushed back to 3rd overall
its basically impossible to fine future picks, none of us are bound to be in the league, we do not get payed for being in this league, anyone can come and go as they see fit... what if a fined gm quits/leaves the league does that punishment carry over to the gm coming in to the team, that would be retarted, not the best idea to get more interest/potential gms here.. like i said fining a gm for going under gp limit is difficult for the aforementioned as well as a few i havent stated.. only thing that i could see happening is getting a warning, what else can we do?

Matt was fined a 2nd when he missed, might have gotten a token warning for removal as well (they only last a year iirc) - that's in addition to the pick going from 1-to-2; adjust the pick, fine the GM... both are probably necessary as sound logical arguments have been made for both, the trick is being reasonable and consistent.
