Vegas Waiver picks

-Picks 17, 21, 30 and 34 will be auctioned off individually.
-Auctions will run until the pick is OTC for 1 hour
-Only accepting offers of picks and CC will decide on value if it is not immediately apparent (eg. '17 4th STL or '18 4th ANA)
-Offers for multiple picks will not be accepted.

I realize now COL could take a player someone is targeting so auction for remaining Vegas picks will now expire 1 hour after being OTC to allow for people who want to make sure their player is available.
