Don't know all the criteria for selection, but teams make a bid to host the event and it is determined by a selection committee. Similar to determining olympic games bids they take a lot of things into consideration, state of the art facility, community/organizational support for the bid, competitiveness level of the team etc.

Yes they rotate as well ..... few years ago there was talk of changes because Saskatoon (iirc ) was the host team but played terribly all season
