Some tankers would like to move their talented over 26/27 yo players for prospects/picks, so having extra cap to allow them the false floor when they find a good trade during the season can be quite helpful. Hell, I carried 2 big caps last season when I all ready had a talented team just in case. Also, when all your prospects are playing on rookie contracts it can be helpful.

Nope. He cleared waivers, per nhl rules doesn't need to clear again unless...
A player does not need to pass through waivers if the player has not been on the NHL active roster for a cumulative 30 days since last clearing waivers, and has not played in 10 or more NHL games. CBA Reference 13.2(b)

This is obviously not what we use as it would become quite complicated in our format. We use if you pass through, then get called up, you need to clear to be sent back down.
In the NHL a player can pass through waivers and stay on the active roster. I didn't think it was an issue here to waive a player twice just to see if someone who missed the first waive wanted the free cap.
It's not really an issue for me so if I can't re-waive him until I call him up for a week or whatever, no big deal. I can just keep him in my minors until a rebuilder would like free cap and then give him to the gm for free, or keep him til next summer.
