Would like to know what mandate Toronto has been given by the CC. Does Toronto have to be cap compliant by Day 1, or is he given extra time to make moves?

It be very surprised if it wasn't day 1. I have recommended to the CC that Tyler doesn't have to be cap compliant by Sunday afternoon (roster submission). I think it's more realistic for him to be compliant by opening night (next Wednesday). I don't think I've gotten any opposition to my opinion.
Given the narrow window of time he has to accomplish this task and the fact he's only had access to the forum since yesterday, we're going to give him some leeway get this roster compliant for the start of the season.

I understand the point of view and giving more time to a new guy who didn't make the bed he's in, don't get me wrong. But any opportunity to enhance the competitiveness of this league should be celebrated IMO.

Just with the Jamie Benn trade, his cap "overage" was cut in half. It's not an impossible task. He probably didn't get the best possible deal for Benn but not every team has $9+ million or the disposable income to burn.
Tyler will have to be creative but it's not impossible. He can either sell off another big contract for futures or make a series of "hockey trades" where he's picking up players with lesser salaries.
Just look at what happened earlier in the summer...Mik traded away multiple players for futures to shed salary (see Erik Karlsson). It's not impossible...it just might be more difficult with many rosters solidified and the season starts in a week.
