Paying Vasilevskiy $9.5 million starting at 26 is better than paying Bob $10 million starting at 31. The Lightning's cap issues are something they'll have to deal with but they've got their top guys locked up. They'll also need to pay Sergachev next summer.
The boondoggle with unrestricted free agency is you're basically paying for past performance and not exactly guaranteed to be getting the best version of the player because they might technically be past their prime years. If you're extending your own players out their entry level or a bridge contract...you can pay a guy good money when you're actually getting their best years.
Paying Vasilevskiy now in his prime years is actually a wise investment...just might not be good for their immediate cap situation. Somebody (Palat/Killorn/Johnson/etc.) could have to be moved out. But that's not until next season.

Leipold's presser was a joke...he sounds clueless or he is a terrible liar and doesn't know how to spin a GM firing in the middle of July. He says on one hand he likes the team and thinks they can make the playoffs and later says he doesn't know the direction they're going. Fenton makes the trades at the end of the season to signal a possible start to a rebuild (or retool) and then he spends cash in July. How do the hire-ups sign off on these moves in the first place?
