Wrong, that rule (can be seen below) is in specific relation to players claimed via re-entry waivers, nowhere does it say you can make as many FA claims as you want, or that you only have to wait 12 hours, by the same token, nowhere does it say you have to wait 24 hours, or that you can't make as many claims as you want, their don't appear to be written rules on the matter...
b) you have an un-active player that you'd like to make active, however he is over 21 & has played more then 150 games. So he must clear re-entry waivers. There is a 12 hour window wherein another team can claim him, and they inherit him in the minors, however in this case, the GM does not have active-man worries, he simply must be under the contract limit (50).
No team can claim more then 1 player per 12 hours.

Yea i guess its kind of a grey area. Not really covered in our rules.
I guess i kinda see it like the real NHL and that is our goal. Technically you are not "claiming" when you sign a FA. A claim is in relation to a player on waivers. When you pick-up or sign a FA during the offseason or during regular season you should not be subject to waiver rules. A player that has a contract may be different. We do need to clarify this and get it in the CBA.
If we limit FA signings to 1 per 24 hours it is not realistic. If i am in the regular season and have roster space and find players that are free any GM should be able to freely sign as many FA as you want as long as your are within legal roster guidelines. It is still fantasy and part of fantasy is snagging those diamond in the roughs off of FA pool. 1 or 2 or 3 in a day if you prefer.
This is totally different from making a "waiver claim". We have a few scenarios to clarify.

You can have him if you want, it's really not that big of a deal to me, what is a big deal is clearing this up. We need to have specific rules on what is and is not acceptable with regards to FA claims.

Well i never really thought something like this would come up as I just made assumptions that i or anyone else could sign as many FA's as they want whenever they want, especially in the offseason. But you are right, If there is confusion as is evident, we need to have this cleared up asap and clear for the league. I will start up this topic in the CC.
