The issue came about the same way last year...Carolina claimed a guy after January 1 and then it was reversed and we ultimately locked the thread.

I don't think anyone is being deceptive or that we're making this up as we go...it's just an oversight. Most of rules just come prior application of them in other years. If last year didn't have an actual deadline...then I'd say everyone keeps their claims but no more can be made the rest of the season.
