Yea, I am pretty sure Shoalzie is right. We faced this situation last year and I thought it was decided that we would use more distinct wording to be clearer. To pick or sign a FA is quite different than filing a claim for a player that is on waivers. The 24 hour rule should apply for waivers, not FA pickups.

A FA with a contract can be signed or picked up by any team at any time, correct?

nope..
IIRC they can be picked up at any time from season start through to Jan1st at noon - and then we've said (not that i can find where) that we're holding FA's for the waiver draft.
