The teachers should have done a better job at containing the situation, if in fact it was an ongoing issue. But that's exactly what is happening to the fat kid...he's clearly being bullied. Early studies have found insanely negative effects with wide-range, life-long impacts...much harder to treat as well... broken ankle is small in comparison
I don't even think it's a big assumption to see what is going on... kid with a camera is friends with little bully and one other guy... few randoms are enjoying the bystander effect. Best case the little guy learned from this... and hopefully the teachers and parents realized just how far they've let it go.

Bullying is a terrible thing, and certainly not something I condone. That said, we don't know enough about this situation to conclude that this kid was in fact apart of a long term bullying incident, nor do we know the extent of the kids disability. In regards to the UFC, tombstone pile drivers, such as the one you linked me too are illegal. You cannot throw another fighter onto the mat head first, PRIDE rules are different, but it has since gone under. There are other rules in place that give UFC such a strong record of safety for a combat sport, and as you alluded to they are trained fighters who willfully accept to the potential consequences whenever they step into the octagon.

That video is disturbing on so many counts. Terrifies me now thinking of how awful kids can be to one another and especially having a kid now myself.
I remember when i moved to a the place i live now in Grade 7 and this one guy who would bully everyone would do stupid stuff to me all the time. Then one day he knocked my books out of my hand and i lost it and choked him out after slamming him to the ground. After that we actually became friends and are still friends to this day. And his friend, the other big bully...I stole his GF. Thats what you have to go through when you are new in town and dont know anyone. Gotta represent.
