How do off-season waiver claims work? Are they a first come, first serve basis? Or are they based on last year's standings?

I think you can, if they either don't have a contract or are upcoming UFA's.

Waive = you retain ownership over the player if he isn't claimed in 24 hours, used if you want to demote someone to the minors.

Drop = drop outright, only for non-contracted players.

I think i made the same mistake with Drew Fata. He should be released, not waived! Not that anyone is going to claim him anyway...lol
