Some confusion regarding roster submission/waiver eligible

Basically, if a guy is waiver exempt at the start of the year, he's waiver exempt the entire season and then their status is re-evaluted next season...correct?

I just simply did not know that the waiver eligible players who WERE and always HAVE BEEN on my reserves list all year long in 2010 off-season were SUBJECT to waiver claims by other teams going into the season because I did not try to move them up or down the major/minors.
