The BBKL 3/5 Compromise:

*adaptation of Article 1, Section 2, Paragraph 3 of the United States Constitution

Representatives and direct Draft Picks shall be apportioned among the several Teams which may be included within this BBKL, according to their respective Numbers, which shall be determined by adding to the whole Number English Speaking Teams, including those bound to Service for a Probationary Months, excluding Assitant GMs, and three fifths of all of French Heritage.
