you should not be punished for me missing GPs, but it's also clear that I wasn't tanking and missing GPs on purpose because I don't even have my own pick. I got railed by injuries and a lot of my guys bounced around the AHL/NHL all year.4-6 : Each team is required to have at least one thousand one hundred (1100) games played by their skaters over the course of the season.
4-6-1 : Penalty for not meeting games played rule will be issued and decided on by Admins and the CC

Chicago and Detroit it seems will both miss 1100 games played.
Philly will be close (within 10-15 games I think maybe less). I think Chicago and Detroit will both Miss by well over 50-80 games.
This is based off my understanding last year - For the record I am no longer in the CC and have no bearing on the future decision by them.
The way it works is the team owning the pick is penalized because that pick isn't where it should be. I.E. if we had a guy dress no NHLers that isn't a legitimate number 1 pick we can't calculate where he would of finished had he iced a legitimate NHL team. If a team missed those games you don't get the benefit of the doubt and the pick is penalized a certain amount of spots. The team who missed those games is also fined directly as a result.
The overall result is this - a corrective action to place a pick where it should be regardless of current owner. A fine to the team who missed the game played regulations.
For what the standard should be etc. That is up to the CC & Admin. This issue won't be discussed in earnest till the conclusion of our playoffs - as right now we can only estimate how much a team will miss be. Better to wait for the results and then decide when we are certain. I will say this no one should be able to trade those picks till this is decided.
This bothered me last year, but I didn't discuss it too much. A team that is going to be penalized shouldn't be able to trade for players now to add to their games played once their regular season is over. This doesn't add to the competitiveness of the league and circumvents the spirit of the rule. For some reason I was under the impression we solved this by having a separate number for games played for the regular season only, or a avg games played for weeks your team was active. I recall coming up with such a rule, but can't find it. It's also clear it didn't make our CBA so I don't know how enforceable that rule would be.
Just my opinion, again not on the CC, and not having discussions about this situation this year, but putting my opinion on the circumstance based off what I recall.
