Fine Notice

Calgary Flames have been fined their 2022 3rd Round Draft Pick for knowingly being over the contract limit for Week 2 of the 2021 BBKL Season. After the signing of Boo Nieves, Josh had approximately 6 days (based on trade offers) to become roster compliant. Unfortunately, he was unable to do so and after waiving Nieves, he went unclaimed, and the team remained at 51 contracts at the start of Week 2.

Per rules in the CBA (below):
4-4 : Rosters must be valid on a weekly basis...
5-2 : If a team is over the roster maximum they will be charged a 3rd round pick in the upcoming draft if a 3rd pick is not owned their next two highest picks will suffice.
**A decision was made based on Josh's picks available, to move the 3rd Rounder to the subsequent year**

Although a trade was made with Detroit (Scott), the CC came to the conclusion that this trade was made after the fine had been delivered privately and the penalty needed to be administered regardless to continue to set precedent. We don't ask much in this league and felt that if we let this slide, we would have a difficult time applying any fines going forward.

Per this fine, Scott and Josh are able to cancel or adjust the trade to make it more appropriate. If the trade is voided, Josh will be given the following week to become roster compliant (i.e. the start of Week 5).

We will update the CBA to try to continue to make these rules more obvious in the future. We will also continue to monitor team rosters, and if the CC recognizes a team is over the roster limit, we will notify them of that and if they have been given an additional week to become compliant. Currently, Toronto is over the roster limit with the signing of Madison Bowey - given the signing was this past Thursday, we are going to allow him an additional week to become roster compliant (i.e. 10 days vs 4 days).

Pertaining to Covid-19 BBKL IR/LTIR there will be 3 situations:


1. If an entire NHL team goes to covid protocol, meaning games will be delayed, but made up at a later date, then the players cannot go to ir/ltir since those delayed games will essentially be a scheduling change.

2. If an individual goes to covid protocol, with no official announcement on a positive diagnosis, then the player can go to IR.

3. If an individual goes to covid protocol, and the NHL announces the player has tested positive for covid, then the player can go to LTIR.

Updated COVID-19 BBKL Rules:

2. If an individual goes to covid protocol, regardless of diagnosis/isolation reasoning, they are eligible to be placed on IR or LTIR.

* Please indicate in the IR/LTIR thread which designation you are assigning to your player.
** Should a player be placed on LTIR, the player is unavailable for 3 weeks in BBKL. However, if they are active prior to the start of Week 2/3, they will be moved to IR and the team must still be cap compliant with their cap added for the following week(s).
*** If a player has already been on covid protocol/injured for at least one week, yet you have not assigned to LTIR, should you choose to move a player to LTIR this can be done retroactively (i.e. a player on IR for 1 week, is moved to LTIR for week 2 & 3, if they are back playing in NHL, they are able to be active in BBKL after 3 weeks total of not being on IR/LTIR).

Fine Notice

The Toronto Maple Leafs have been fined 2021 3rd Round Draft Pick (CGY) for being over the salary cap limit by $913,999 for Week 1 of the 2021 BBKL Season.

Chad Ruhwedel (waiver eligible) and Jayce Hawryluk (waiver exempt) were left on the bench and not sent down, putting the team over the salary cap. Since no advantage was gained with the player on the bench, no points will be docked from Toronto's record in the standings.

Additionally, Chad Ruhwedel will be subject to waivers on Wednesday February 10th at noon EST to keep Toronto compliant.

Reminder:
Ensure that your spreadsheet and Fantrax lineups are up to date and compliant. There's a simple notice in the top left your sheets in each week's tab that alerts you if your lineup is invalid.

As well, players demoted to the minors who are waiver eligible must be listed in the ongoing waivers thread.

Claiming Scott Wedgewood when already at the roster limit of 90 players. This was missed by the CC but onus remains on the individual GM.
Thus - Vegas will be fined a 2021 3rd Rounder (LAK) and Scott Wedgewood will be waived as of Noon Feb 15th, 2021.
Vegas has its Waiver claim position restored (6th position).

Anaheim Ducks
Claiming Chad Ruhwedel after placing an illegal trade to open up a contract spot. Given the trade was illegal, no true roster movement occurred and Anaheim was over the roster limit.
Thus - Anaheim will be fined a 2021 3rd Rounder (DAL) and the ANA/CAR trade is invalidated.
Chad Ruhwedel is awarded to the Vegas Golden Knights given they have the highest waiver spot of those who made a claim.

All forwards' positions (C/W) were updated earlier today on Fantrax, according to usual FOR regulations (0.45 threshold and 20 gp).

All duals should be gone in the process (and according to Fantrax, with the way we performed this starting update they should not come back for the rest of the season).

Please point out if you notice any mistake on your roster (it's possible, in particular for players who have yet to play 20 games in a single NHL season).

Make sure to adjust accordingly your lineup on Fantrax in order to make it legal ahead of tomorrow's roster lock.


Even if it is a shortened season, we will still have two in-season updates:

- the 1st in-season update will be performed during week #7 and will apply to week #8 roster lock on March 1st (most teams will have played 22/23 games by then, players will need 20 gp to qualify)

- the 2nd and final in-season update will be performed during week #12 and will apply to week #13 roster lock (last week of RS) on April 5th, trade deadline day.

Due to a wide range of games played by NHL teams this season, for the update on March 1st we will be modifying the positional change eligibility to 10gp from 20gp.

Our playoffs will begin Week 14 (Monday, April 12). For our playoffs this season, the top 8 teams in each conference will make the playoffs. Our league final will only run for 1 week instead of the usual 2 weeks because of the shorter season.

Just to add to this (to clarify)

Division Leaders will be ranked 1 & 2 in each conference, then the top 6 will be 3 to 8.

Effective Immediately Andrewhirsuta has been hired as GM of the New York Islanders.

Matthew is to be his Senior Adviser.

Due to the coming expansion draft, Andrew will be able to make trades immediately, but shall need his advisors confirmation until June 21st, 2021.

Expansion Draft Details

All protection lists are due by 7PM EST June 12th, Vegas can announce his team at any time afterwards, but must be announced by June 19th at 7PM EST.

BBKL will be following the NHL rules for who is eligible and exempt with the exception of UFAs needing protection in our league. The 40/70 rule and minimum player exposure rules (2 eligible Forwards and 1 defenseman that meet 40/70 rule, 1 goalie eligible) are also in play, but UFAs count unlike in the NHL. It should be straight forward, but any players that fall into a grey area can be ruled upon by CC if they are eligible or exempt. CapFriendly is the current source we are using and should be referred to if you are unsure on a player.

Positional restrictions:

3 goalies max
Minimum of 8 defensemen (max of 14)
Minimum of 14 forwards (max of 20)

Penalties to teams not meeting exposure requirements will be severe and handled on a case to case basis by the CC, but it is in your BEST interest to be compliant since there is plenty of time to acquire a player to expose if needed.
