Waiver question: I waived Chris Butler way back before week 1, but he was never in my minors at roster lock. So he was waived and stayed up technically, do I need to re-waive him?
In other words, are we allowed to waive players and keep them on the NHL roster until we want to then send them down waiver-free?

By you waiving Butler at the roster submission, that was your way of sending him down but only after he cleared. Any player not on your active 23 at roster submission go to the minors and players are subjected to the waiver wire (where applicable). You can certainly call them back up before Week 1 but they'd have to clear waivers again if you sent them down.
We don't do what the NHL does where you can put a player on waivers but keep them on the NHL club and send them down eventually.

We don't use the nuanced rules just because they're harder to enforce with a league of this size.A player does not need to pass through waivers if the player has not been on the NHL active roster for a cumulative 30 days since last clearing waivers, and has not played in 10 or more NHL games. CBA Reference 13.2(b)
A comparable way of doing in a league like this...a player can stay up with your big club for 4 weeks (roughly 30 days) following clearing waivers and can be sent down as long as they've not played at least 10 games while in your lineup.
