His third strike is for being under the salary cap, which infringes on rule 5-1-2

$3 000 001 - ++ - Team loses their lottery eligibility and forfeits a 1st round pick in the upcoming year (first their pick, if that is not owned then a 1st belonging to another team will suffice.) Admin and CC will discuss removal of a GM in question.

Although the CC has decided not to remove Frank from the league he will face stern consequences. For one, Frank will remain on a very strict leash for the remainder of our season. One more infraction, however small, and he is gone. Second, as per the rules, Frank is being fined a first round pick. In lieu of his pick, his only first rounder (PHI 1st '11) will be removed.

For now the pick will be placed in limbo, as it were.

Edit 1: I forgot to add, Frank has been granted clemency for any other previous offenses. Any players that were sent to the minors and needed to clear waivers will now be waived.

I think odds are in terms of the pick is if Frank makes it to the draft we go with 29 picks, if Frank doesn't his successor gets the pick returned. I think its how we've operated with previous fines, not certain though.
