Flyers have cap space and unlikely to make any other significant signings besides a goalie. More or less paying to find out if his 23 games last season are real.

Had they started playing him earlier he would have been an RFA and they could have just qualified him. Because they didn't he became a UFA and had other suitors. Flyers had to pay up a little more to retain his services.
