How is WPG 1st @ 17? Were playoff teams with lower points in there?

Winnipeg had the 2nd fewest points of all the teams that failed to reach the conference finals so they were slotted 17th. The team with the fewest points goes 16th, which was Colorado. St. Louis had the same number of points as Winnipeg but go one slot later because they had more wins so St. Louis' picks goes 18th.
