Bettman works for the owners, so I would assume a lot of what he does is the idea of the majority of them.

I would assume league revenues are growing/expected to grow and that the players want a bigger piece of that pie. I haven't done any research at all but that seems to be one of the core issues every time they wanna renew a CBA. Either way, there's not much incentive to renew now when there's so much time that things can easily change.

The league wants to extend it it's the players that refused.

It's Union vs employer so every little detail needs to be looked over. Every possible issue is a bargaining chip.

The league is trying to make the union look bad by having them turn down an extension (which could possibly cause a strike) and can now blame the Union if the NHL doesn't end up going to the Olympics, as the NHL can claim they gave the Union the opportunity. They knew perfectly well the Union would not accept this offer.
