All bbkl-free players (i.e. players not owned by any BBKL team) born between January 1st 1997 and September 15th 1999 are eligible for selection in the 2016 BBKL Entry Draft.

I thought you could claim them if they had an NHL contract, regardless of age.
In our waiver draft we are allowed:
Eligibility
Automatically eligible for the 2016 Waiver draft are ALL bbkl-free players who were:
- born before january 1st 1997, if they played a season in N.A. when 18,19 or 20yrs old
- born before january 1st 1996, if they never played in N.A. when 18,19 or 20yrs old
Additionally, bbkl-free players already signed to a NHL contract are eligible as well, even if born later than that.

For the waiver draft it doesn't matter if they are still draft eligible as long as they have a contract. Lee might be correct that we can't sign draft eligible guys as free agents though.

"After the Waiver draft, the unowned NHL-signed players will become available as free agents; however, after rosters submission, those still eligible for the 2017 Entry draft will join the pool of players reserved for it."
So I believe he can claim that player until monday.

The waiver draft prevents from us from grabbing any 2016 picks that fell through the cracks. But if they sign an ELC, then they're available to claim.

When was that a rule with free agent claims? It's the rule for the waiver draft. Free agent claims are exclusive to players with pro contracts.
Waiver draft is restricted by age but you can draft college players over a certain age prior to them signing a contract (ie--Troy Stecher last year and Danny DeKeyser a few years ago).
