For roster submission, does a waiver eligible player who does NOT HAVE A CONTRACT need to pass through waivers to be put into the minors? Or do waivers and waiver eligible spots (23) only apply to those players with a contract?

Any veteran player without a contract is waiver EXEMPT and can go to the minors to start the season.

If the veteran player signs a contract in-season, they can be recalled from the minors to the active roster or they have to clear waivers in order to stay in the minors.

I think the general rule is you have a week to make a move involving the player. Meaning, if a contract is signed on a Sunday, they don't necessarily have to be called up or go on waivers the next day Monday. You reasonably have until the following roster submission to make a move with the player. If a move hasn't been made by then, they will go on waivers the day after the roster submission.
