Do non playoff teams need to post rosters and transactions and do waivers apply to non playoff teams?

if you're making roster moves, yes. GP count is underway so legal rosters required. Waivers are still in full flight, player being waived is placed in the waiver draft.

Yeah my scedule this week is messed up....Mon, Wed, Fri I have almost no one playing but Tues, Thur, Sat almost my whole roster is playing. Our score is gonna fluctuate huge because of it I bet.
