BBKL CBA Rules and Regulations
Here in the BBKL Community we operate the most in-depth and realistic fantasy hockey league that is possible without taking any of the fun out of managing a club. We encourage a fair and honest approach to managing, and make constant thrives to improve this community more with each passing day.
To make sure we can operate at our fullest potential on a day to day basis we here at BBKL require a few things; consistent input from all members, this is very key to running any community the only way to grow as a group is understand how the group is thinking. That our rules be enforced in a impartial manner to ensure a fair even playing field for all of our members. Lastly that all of our GMs mange their clubs at a competent and competitive level.
All rulings are subject to change pending decision and voting process of the Competition Committee.
RULEBOOK
1. DRAFTING
1-1 : Players who turn eighteen (18) years of age before the fifteenth of September and are no older than twenty (20) years of age by the thirty-first of December are eligible for selection. Non-North American players over the age of twenty (20) are also eligible
1-2 : Ruling also applies for unselected prospects when trying to claim during period before set roster submission. Roster submission is the twenty-sixth of September.
1-3 : If during the drafting process a pick is forfeited due to expired time or invalid selection (ineligible player). The GM will be given the opportunity to select at the conclusion of that round. If that GM fails to pick again, pick is forfeited entirely.
1-4 : A compensation pick will be grated for deceased players, at the end of the round they were originally selected.
2. WAIVER
2-1 : Any player who is over the age of twenty-one (21) and has played in more than one hundred fifty (150) games must clear waivers upon call up or send down.
2-2 : Any goaltender who is over the age of twenty-two (22) and has played in more than seventy-five (75) games must clear waivers upon call up or send down.
2-3 : Any player who is over the age of twenty-eight (28) must clear waivers.
2-4 : Waiver eligibility is retroactive to the beginning of the season. Anyone who was waived or in the free agent pool before the twenty seventh of September may be freely claimed.
2-5 : During waiver draft any available veteran claimed can start the year in the minors or your line-up waiver free, however; if waiver eligible they will be subject to waiver wire upon first send down / call up.
2-5-1 : Any unsigned waiver eligible player can begin the season in the minors. Once a player signs you have one (1) roster lock to recall this player waiver free. If you do not recall this player in that amount of time the player will be subject to waivers to remain in your minor leagues.
2-6 : NCAA and International FA's can only be claimed via the leagues annual Waiver Draft, you may not claim them through the waiver wire, unless player in question has been signed by an NHL club prior to the start of the season.
2-6-1 : NCAA FA's must be signed by an NHL team before the twenty seventh of September and no longer be in NCAA system before claim can be legally made. Sufficient proof will be required.
2-7 : Once a player is put on waivers, that player must be subject to waiver wire based on 9 pm EST using the twenty four (24) hour limit. For example:
- Player X placed on waivers at 6 pm EST, this player will be on waivers until 9 pm EST the following day.
- Player X placed on waivers at 8:59 pm EST, this player will be on waivers until 9 pm EST the following day.
- Player X placed on waivers at 1 am EST on October 15th, this player will be on waivers until 9 pm EST on October 16th.. At which time any GM with required cap and roster space may sign.
2-7-1 : Once the waiver window has closed and no claims have been put forth the player may be assigned to minors.
2-7-2 : The waiver wire is subject to the waiver order. Reverse standing order of the previous season will be used until the fifteenth of November at which time the current seasons standing will abide.
2-7-3 : Once a team has successfully claimed a player they will move to the bottom of the waiver order.
2-8 : No GM is permitted to make two waiver claims in a twenty-four (24) hour period.
3. INJURY
3-1 : Injury will be separated into two types: IR, injured reserve and LTIR, Long-Term injured reserve.
3-2 : When a player is placed on LTIR they must remain there for a minimum of three (3) weeks.
3-2-1 : The skater replacing the LTIR skater MUST be documented in the Transcation thread.
3-3 : Cap hit replacing the LTIR skater must be equal or lesser than the value of the LTIR skaters cap hit
3-3-1 : Multiple players may replace the absence of the LTIR skater, however; the cap hit of the replacement player(s) must be equal or lesser combined then the original LTIR skaters cap hit.
3-3-2 : Sufficient proof of long term injury must be present in order to place skater on LTIR
3-4 : When placing a player on IR his cap hit remains, however; a roster spot is open for call up. Waiver rules apply to ALL IR call ups.
3-5 : Regarding LTIR, Players whose salary is being exempt (the named replacement player) does not have to be a call up, a player with a standard player contract who is acquired the same day as the LTIR is filled can be named the replacement.
3-5-1 : If a player is acquired via trade/signing to replace LTIR skater they are subject to waivers once the LTIR skater returns, no other player be sent down in replace of the acquired player.
EXAMPLE : Fredrick Modin is replacing the LTIR skater Eric Staal, once Staal returns to the lineup, Modin MUST be sent down and is subject to waivers.
3-5-2 : Only applies if you used special case waiver exemption that the LTIR ruling grants. If you trade for a player to replace an LTIR skater you MAY keep him in the lineup upon return of LTIR skater providing sufficient cap/roster space is available.
4. ROSTER MANAGEMENT
4-1 : Rosters must have no more than twenty (20) and no less than eighteen (18) skaters and three (3) optional pressbox players
4-2 : Teams must have between three (3) and five (5) centers
4-2-1: Teams must have between six (6) and nine (9) wingers
4-2-2 : Teams must have between six (6) and seven (7) defensemen
4-3-4 : Teams must have either one (1) or two (2) goalies; if one (1) goalie is dressed you may NOT place a skater in the designated goalie roster spot.
4-4 : Rosters must be valid on a weekly basis, changes may be made once a week and submitted on Mondays five (5) minutes before the fist puck drop of the days games.
4-5 : Each team is required to have no more than eighty two (82) and no less than forty one (41) games played by their goaltender.
4-5-1 : Penalty for not meeting or going over ruling will be decided on a case to case basis by Admins and CC
4-5-2 : No team can exceed four (4) goalie starts in a playoff matchup. If four (4) goalie starts are exceeded the goalies total stats for the matchup will be eliminated.
4-6 : Each team is required to have at least one thousand one hundred (1100) games played by their skaters over the course of the season.
4-6-1 : Penalty for not meeting games played rule will be issued and decided on by Admins and the CC
4-7 : Special cases may be presented to the Admin Team by a GM who fails to meet rule 4-5 due to goaltender injury that is not easily fixed.
5. SALARY CAP
5-1 Salary cap is set on an annual basis according to the NHL Salary Cap. This year’s salary cap is 64.3 million with a floor of 48.3 million. ALL teams must be within the given floor/cap by 12:00 est on the first day of the regular season and must remain within given floor/cap throughout the entire season
5-1-1 : The penalties for failing to abide by rule 5-1 are as followed:
$1 – $1 000 000 – Team is docked five (5) wins and five (5) ties (15 points) from their season points total
$1 000 001 - $3 000 000 – Team is docked 30 points from seasons totals and goalies are sat for that week as well. Furthermore the team is penalized by half the amount in which they were over by for the remainder of the season.
$3 000 001 - ++ - Team is docked 50 points with goalie sat for that weeks games. Team is also penalized half the amount in which they were over by for the remainder of the season. Furthermore the GM in question will be considered for removal by Admin and CC.
5-1-2 : Penalties for being under the cap are as followed:
$1 – $1 000 000 – Team has 15 points added to their total at the end of the season for the purpose of moving them up in the draft NOT effecting the playoff race. Only to be used for lottery eligibility
$1 000 001 - $3 000 000 – Team has 30 points added to their total at the end of the season for the purpose of moving them up in the draft NOT effecting the playoff race. Only to be used for lottery eligibility. Team is also fined a 2nd round pick in that year’s draft. If the team in question does not posses a 2nd round pick a 3rd + 4th will be taken. If that is not available the team will be forced to acquire one.
$3 000 001 - ++ - Team loses their lottery eligibility and forfeits a 1st round pick in the upcoming year (first their pick, if that is not owned then a 1st belonging to another team will suffice.) Admin and CC will discuss removal of a GM in question.
5-2 : If a team is over the roster maximum they will be charged a 3rd round pick in the upcoming draft if a 3rd pick is not owned their next two highest picks will suffice.
6. TRADING
6-1 : All trades must be posted in the following format:
To Team A:

To Team B:

Year of Pick Round of Pick Team that pick belongs to
6-2 : Trade may NOT put either team over or under the salary cap/floor OR the roster maximum
6-3 : No tradeback/rental trades will be allowed
6-4 : The condition of a certain number of games played by a player is not permitted however other conditions such as if one signs are permitted.
6-5 : Future considerations are not to be traded at any time to avoid future confusion if GM is replaced.
6-6 : ALL trades are reviewable by Admin/CC.
7. NEW GM RULE
7-1 : If entered into the league between April and December, new GM must wait 14 days from your entry to make a trade. This rule is to allow time to familiarize the new GM with the league and the player’s value according to the league
7-2 : If entered between January and March, new GM must wait 8 days from your entry to make a trade. Due to the deadline we allow only a 8 day wait period although 14 is strongly recommended.
7-3 : New GM must read the CBA and keep their teams sub-forums neat and up to date.
7-4 : During the first three months of a new GMs tenure in the BBKL you will be on probation. At this time any two violations will warrant discussion among Admin and CC for removal.
7-5 : Any new GM who takes over a team in the bottom twelve of the league will receive corresponding picks in the waiver draft.
8th – 12th – Additional pick in the first round (31st)
4th – 7th – Additional pick in the first round (5 spots after your original pick)
3rd – 1st – Two additional picks in the first round (2 spots after your original pick + 31st)
