so it doesnt look like it would prevent what i am trying to stop. Peerblock uses lists of IP adresses to "block" P2P access to your computer. If you have DL or UL using a torrent, your IP is stored in the swarm or log of that torrent. Any copyright research on a given torrent would produce your IP. consider yourself lucky to date. What is needed is a proxy program that masks your IP in the first place.
