I don't believe we have, up to this point. Pretty sure I didn't. Something in writing in the CBA would be in order, though.
There really is no excuse for missing GP at this point for tenured members.

Although I may have hurt myself by not setting my lineup and getting it prettier for next year by putting in guys like Grigorenko for this week.

might also want to hold off on getting all excited about that pick as well. If Lou does not get traded you won't make goalie gp. A fine would for sure be in order and since you don't have a 2nd in the next 2 drafts, which seems to have been the going rate, a drop in that pick seems to be the fair ruling.

doesn't seem right. most gm's do not care about the waiver draft and would happily give up a waiver pick. the entry draft is what we have been doing and imo is better as it is what people care about more.

Wasn't the punishment last year to drop a spot (in the first round) if you missed on GP? Meaning, I'm likely going to fall short and I draw #1...I'm moved to #2 and whomever is #2 moves to #1 if they had enough GP.

that has been done in the past, with some concern here and there. Needs to be a discussion. Pre-or-post lottery, all picks or just first, etc.
Factors to be considered have changed year-to-year as well. First priority is fairness, precedent doesn't always lead us down that road. A straight up move back of the pick attached to the team missing GP, regardless of severity or factors I've always believed is mis-guided.

Isn't the idea of punishing teams for going below the GP minimum (ie--blatant tanking) is to punish them through the draft? I'll say that even though obviously this will affect me.
Missing on GP for me just happened in the context of this season. I've been a bottom feeder for a couple years without having my lottery pick as a "reward". I darn well know what the incentive is of getting a high draft pick but I also have to play within the rules. Injuries and playing time instability comes with going with a weaker lineup and it puts you at risk of not having enough man games played during a season. I'm closer to a lottery team than a playoff team so I'm in a slow building mode and that includes (hopefully) adding high end prospects but also just building up depth throughout my team.
My mission for the next few years is to work on improving my entire "organization" and weed out my worst players every year and gradually improve. The only way to improve in a league like this is through drafts and trades...but you can also kill your team with bad drafts and bad trades. I learned my lessons from the past in not valuing certain prospects and not having a full appreciation of all the stat categories. I've said it repeatedly, if I was given my same starting roster today that what I took over a few years ago, I wouldn't have made many of the deals I ended up making when I tried to make my own imprint on my team.

Ouch, I went from 4th overall to 10th overall by trying to reach the GP minimum.... Could've drafted 5th.

Ouch is right.
But I think punishments vary, iirc.
If you missed gp by like >100 games I think the punishment may be more extreme.
