Although checking with an admin and CC member is VERY good practice, it is not the final word. No where in the CBA does it state, a player needs to have an NHL contract to be signed, that rule doesn't even make sense...NHL teams sign overage amateurs all the time, either to fill up their AHL rosters, or add to their farm system.
