We also need to decide when the compensation pick is due for BIlly missing GP.

According to the newly updated CBA, the compensation should be a 1st round pick:
3- Compensation owed by the offending GM to the owner of the diminished first rounder*

- If the pick is moved 2 or less spots:
and the pick is #1, a first round selection in this same draft
and the pick is #2-5, a 2nd and a 3rd round selection (this draft year or next)
and the pick is 6+, a 2nd round selection
if the offending GM doesn't own the compensatory picks he will have to acquire them on the market

- If the pick is moved more then 2 spots:
and the pick is #1-5, the league will also compensate the GM with a pick between the 1st and 2nd round (30b)
and the pick is 6+, the league will also compensate the GM with a pick between the 2nd and 3rd round (60b)

*Obviously point #3 depends on when the owner of the pick acquired it. If the pick is acquired at the end of the season, or when its team is already on par of missing gp, #3 will not apply, as the owner acquired an asset (the pick) that already had diminished value at the time of the deal.
Points #3 also work as sanctions for the GM responsible of missing gp. If the pick is traded at a time that voids #3, instead of sanctions you would have decreased value of the pick already affecting the offending GM in the deal.
The pick was 3rd overall, it won the lottery, moving it up to 1st. Since Billy missed GP, it was moved back from 1st overall to 2nd overall.

I have owned the pick since January 2014.

Columbus (from MON via PHI)

"From Team X" tells you the original team. You own the Montreal pick, acquired it from Philadelphia.

I'd agree with you if the pick was moved back before the lottery, it was not.

I'll kindly disagree. It played a part in where he finished in the standings...thus giving you that spot in the lottery and allowing you to win the lottery.

To be fair, would he finish as low if he had more GP? The gap between him and Arian wasn't that wide...7 points to be exact. If he played the minimum number of games MAYBE he finishes higher (like 27th instead of 28th) and you don't win the lottery nor would you be owed any compensation.

The fact is that he finished 28th overall. It was decided that the punishment for missing GP would be applied post lottery. The pick won the lottery, making it 1st overall. The pick was moved back one spot due to missing GP. You are proposing that the pick be punished yet again by adding points that are no longer relevant in a method that has almost no bearing other than " hey, that sounds about right".

Personally I see this as the absolute perfect storm of CBA mismanagement and its all stacking against Billy. But in terms of decisions that were made this year you gotta side with Lee here, as wrong as I think it is.

Since we didn't have an full active CBA, if you didnt see Mik's post in the league announcements thread you wouldn't have been aware of the penalty standards. Billy should have received an official warning around his GP situation and the penalties that would be coming his way, as determined by when his pick was moved to Lee.

Then the pick absolutely should have been adjusted pre-lottery, in accordance with Mik's point adjustment formula. No offense but this was an oversight of the CC.

This should'nt have happened, and I think Billy is getting absolutely screwed. But the way things are set up right now, and the decisions that were made on the fly, I can't fault the logic.

I was in the "move the pick back pre-lottery" camp. In that scenario, I would've allowed you to win the lottery if that pick was the one that won the lottery. In that scenario as many had pointed out, you would've stayed in the 4th spot with your other pick being in 5th. You win quite a bit in the scenario that played out.

As far as what has happened, I'm not suggesting a double punishment. Billy owes you for the lost value of the pick and he needs to pay a fine. I think that's been established.
