It does in Arizona. I'm sure that a cash-strapped franchise like the Coyotes could also operate by not signing more expensive free agents like Goligoski and Schenn if they were sure that they could just play someone they already have in Dahlbeck and spend the money elsewhere as well right? If Dahlbeck is a sure thing and has the contract already why go out and spend more money to add defensemen? For a cash-poor franchise it matters. It's also a sort of commitment to the player. If I was the leafs sure, throwing NHL min money to AHLers is fine, but the coyotes cannot operate that way.
