BBKL CBA Rules and Regulations

Here in the BBKL Community we operate the most in-depth and realistic fantasy hockey league that is possible without taking any of the fun out of managing a club. We encourage a fair and honest approach to managing, and make constant thrives to improve this community more with each passing day.

To make sure we can operate at our fullest potential on a day to day basis we here at BBKL require a few things; consistent input from all members, this is very key to running any community the only way to grow as a group is understand how the group is thinking. That our rules be enforced in a impartial manner to ensure a fair even playing field for all of our members. Lastly that all of our GMs manage their clubs at a competent and competitive level.

This will be an ongoing and evolving CBA. As new rules are implemented and existing rules are altered, a change log will be kept to track what changes are made. We have an official discussion thread if you would like a rule reviewed, etc. These issue will be brought to the CC and addressed in a timely matter. 1. ENTRY DRAFT (June 1st each year, beginning at 10am EDST)

1-1 : Players who turn eighteen (18) years of age before the fifteenth of September and are no older than twenty (20) years of age by the thirty-first of December are eligible for selection.

1-2 : Ruling also applies for unselected prospects when trying to claim during period before set roster submission. Roster submission is the Monday of the First Week of NHL Season.

1-3 : If during the drafting process a pick is forfeited due to expired time or invalid selection (ineligible player). The GM will be given the opportunity to select at the conclusion of that round. If that GM fails to pick again, pick is forfeited entirely.

1-4 : A compensation pick will be granted for deceased players, at the end of the round they were originally selected.

2. WAIVERS

Skaters will need to have played max 120 NHL regular season games AND to have yet to turn 26 as of October 1st to be waiver exempt throughout the starting BBKL season.

Goalies will need to have played max 60 NHL regular season games AND to have yet to turn 26 as of October 1st to be waiver exempt throughout the starting BBKL season.

That means skaters with 121 NHL regular season games must clear waivers before being sent to minors, no matter the age, just like 26 yrs old players with any amount of games played.

However, an exception is made for players who have yet to play a single NHL game. Those players will be exempt to waivers even if already 26 yrs old.

Waived player is available for 24 hours, beginning 12 noon ET the same day if put on waivers between midnight and noon, or the following the day if put on waivers between noon and midnight.

GM making a waiver claim MUST POST his total number of NHL contracts in the post, or the claim will be declared invalid (post a link to your google doc page please for easy verification)

* Teams can make only one successful waiver claim (not attempt) per 24 hour period.
* Teams can't place claims on their own waived players.
* Successful claims move team to the bottom of the priority list.
* Per the new CBA, players that clear waivers and are assigned to a minor league team DON'T have to clear re-entry waivers.

Any unsigned player at beginning of the season can be sent to minors waiver exempt, but must go through waivers immediately upon signing an NHL contract.

Please use these formats when using the waiver transaction process:
When claiming a player that has been placed on waivers by another team: X team places a waiver claim on Y player
When claiming an unowned free agent that is signed to an NHL contract: X team signs Y player as a free agent
When releasing an unsigned player: X team releases Y player
When sending a player to the minors that must clear waivers: X team places Y player on waivers with the intentions of assigning him to the minors

WAIVER DRAFT (to begin 2nd last Monday of September each year)

for 2022 - TBD

Eligibility
Automatically eligible for the 2022 Waiver draft are ALL bbkl-free players who were:
- born before January 1st 2003, if they played a season in N.A. when 18,19 or 20yrs old
- born before January 1st 2002, if they never played in N.A. when 18,19 or 20yrs old

Additionally, bbkl-free players already signed to a NHL contract are eligible as well, even if born later than that.

Notes
- Be sure to have all your players listed on your roster submission due at the beginning of season (First Roster Lock)(both on Fantrax and your googledoc).
Those missing and not eligible anymore for future BBKL Entry Drafts will be considered FA and eligible for the Waiver draft as a result.
- After the Waiver draft, the unowned NHL-signed players will become available as free agents; however, after rosters submission, those still eligible for the 2019 Entry draft will join the pool of players reserved for it.

(Underlined dates will change each year)

3. INJURY
3-1 : Injuries are separated into two types: IR, Injured Reserve and LTIR, Long-Term Injured Reserve.

3-2 : Sufficient proof of a potentially mid/long term injury (i.e. any prognosis that remains vague about the return to play date - including day-to-day - or is week-to-week or longer) must be present in order to place the player on LTIR.

3-3 : Once a player is placed on LTIR he can not be dressed for a minimum of three (3) weeks.

3-3-1 : Once the player on LTIR plays an NHL game his GM is forced to remove him from LTIR at the following roster lock, putting him on IR instead.

3-3-1-1 : Speculation the player should be back the upcoming week do not force the GM to take such player off LTIR at next roster lock (it is however an available option if the minimum 3 weeks have passed already).

3-3-1-2 : At the beginning of a new season a new link proving the player's persisting unavailability is needed even if the player was still on LTIR at the end of the previous season and hasn't played since.

3-3-2 : If a player that hasn't played in the NHL since going on bbkl-IR is moved to bbkl-LTIR, then the weeks he spent on IR count for the purposes of his minimum LTIR stay. That means LTIR can be used retroactively, like in the NHL. So for example, a player who already spent two weeks on IR is eligible to be dressed after staying just one (more) week on LTIR.

3-3-2-1 : LTIR can not be retroactive to the previous season. i.e. the weeks the injured player spent on IR at the end of the previous season do not count towards the minimum 3-weeks stay in LTIR.

3-4 : when a player is put on LTIR his AAV salary is temporarily removed from his team's overall cap hit

3-4-1 : the player's cap hit is again added to his team's overall cap hit for the week following the injured player's return to play in the NHL, no matter if the minimum 3-weeks period is not over yet. The player needs to be removed from LTIR on googledocs and, if 3 weeks have not passed yet since he was put on LTIR/IR, without the chance to put him in the active lineup

3-4-2 : his team obviously needs to be cap compliant at the roster lock where the player is removed from LTIR (waving players if needed).

3-5 : When placing a player on IR no repercussions (advantages) ensue cap wise; i.e. his cap hit still counts. However, a roster spot becomes open for call up.

3-6 : Once a IR player plays a game in NHL, he must be returned to active (or bench) on his BBKL team by next roster lock.


4. ROSTER MANAGEMENT

4-1 : Rosters must have no more than twenty (20) and no less than eighteen (18) skaters and three (3) optional pressbox players (Centres and Wingers are designated as such by Face Off Ratio formula (face offs taken divided by time on ice - .45 is threshold number) and updated twice each season)

4-2 : Teams must have between three (3) and five (5) centers

4-2-1: Teams must have between six (6) and nine (9) wingers

4-2-2 : Teams must have between six (6) and seven (7) defensemen

4-3-4 : Teams must have either one (1) or two (2) goalies; if one (1) goalie is dressed you may NOT place a skater in the designated goalie roster spot.

4-4 : Rosters must be valid on a weekly basis, changes may be made once a week and submitted on Mondays five (5) minutes before the first puck drop of the days games [on Fantrax] and 24 hours after roster lock [on Google Docs]. Fantrax roster is the official roster (in case of a difference between the 2)

4-4-1: Penalty to be decided by CC.

4-5 : Each team is required to have no more than 70 and no less than 35 STARTS by their goaltender-BBKL Regular Season (beginning 2017/18).

4-5-1 : Penalty for not meeting or going over ruling will be decided on a case to case basis by Admins and CC

4-5-2 : No team can exceed four (4) goalie starts in a playoff matchup. If a team exceeds the playoff 4-goalie-starts per week limit, all Wins recorded by its goalies will be erased. Furthermore, eventual shutouts recorded by the goalie with less starts will be erased as well (all shutouts recorded will be erased if the goalies have the same number of starts; in that scenario exceeding the total of 4 means at least 3 starts each, hence breaking the limit by 2).
The above limit is raised to 5 if one of the goalies' NHL team plays 5 games that particular week.

4-5-3 : Special cases may be presented to the Admin Team by a GM who fails to meet rule 4-5 due to goaltender injury that is not easily fixed.

4-6 : Each team is required to have at least 850 games played, by their skaters, by the end of the BBKL REGULAR season (beginning 2017/18).

4-6-1 : The following will be used from this season onward as guidelines to determine draft positions and sanctions for teams failing to reach the minimal requirements for games played.


1- the team's 1st rounder will be moved back before the lottery occurs at least one spot if GP minimums are not reached

Formula to assess the amount of the pick/s' penalization:
Adjustment = POINTSperGPskaters x UnderLimitSkaters + POINTSperGPgoalies x UnderLimitGoalies
Points + Adjustment = points to be used in the standings to determine the pre-lottery draft order
UnderLimitSkaters = number of games missing to reach the GP minimum for skaters
UnderLimitGoalies = number of games missing to reach the GP minimum for goalies
POINTSperGPskaters = (Points from skaters' stats)/(GP by skaters)
POINTSperGPgoalies = (Points from goalies' stats)/(GP by goalies)
Points = total points at the end of the season

Essentially, the team position is just being adjusted for the missed games; the ensuing new position in the standing affects all the team's picks still owned and the team's 1st round pick no matter if still owned or not.
If the 1st round pick is still owned by the offending team, such team will not be eligible to advance in the draft order as a result of the lottery (its lottery chances will be based on the pre-lottery adjusted position, but winning one of the draws will only affect our draft order if it wouldn't improve the pre-lottery positioning of the pick).


2- Seriousness of the offence

- within 190GP = 1 warning for removal
- equal to or greater then 190GP = 2 warnings for removal
- 2nd time offender = eligible for removal* (like any GM that gets 3 official warnings)

*obviously, eligible for removal only means a vote on the GM removal wil occur inside the CC. It doesn't mean per se the GM will be indeed removed.
GMs will be allowed to produce all sorts of evidences suggesting missing GPs was not caused by their conduct. Removal will depend on the voting outcome.


3- Compensation owed by the offending GM to the eventual owner of the diminished first rounder*

- If the pick is moved 2 or less spots:
and the pick is #1, a first round selection in this same draft
and the pick is #2-5, a 2nd and a 3rd round selection (this draft year or next)
and the pick is 6+, a 2nd round selection
if the offending GM doesn't own the compensatory picks he will have to acquire them on the market

- If the pick is moved more then 2 spots:
and the pick is #1-5, the league will also compensate the GM with a pick between the 1st and 2nd round (31b)
and the pick is 6+, the league will also compensate the GM with a pick between the 2nd and 3rd round (62b)

- if the diminished first rounder wins the lottery its owner does not get any of the aforementioned compensations for the lowered pre-lottery position.


*Obviously point #3 depends on when the owner of the pick acquired it. If the pick is acquired at the end of the season, or when its team is already on par of missing gp, #3 will not apply, as the owner acquired an asset (the pick) that already had diminished value at the time of the deal.
Points #3 also work as sanctions for the GM responsible of missing gp. If the pick is traded at a time that voids #3, instead of sanctions you would have decreased value of the pick already affecting the offending GM in the deal.


4-7 : For the 2022/23 season, the roster limitations are as follows:
Cap Ceiling: $82,500,000
Cap Floor: $60,200,000
Total Players: 90
NHL Contracts: 50


5. SALARY CAP

5-1 Salary cap is set on an annual basis according to the NHL Salary Cap (see above) ALL teams must be within the given floor/cap by 1st roster lock of the season and must remain within given floor/cap throughout the entire season

5-1-1 : The penalties for failing to abide by rule 5-1 are as followed:
$1 – $1 000 000 – Team is docked five (5) wins and five (5) ties (15 points) from their season points total
$1 000 001 - $3 000 000 – Team is docked 30 points from seasons totals and goalies are sat for that week as well. Furthermore the team is penalized by half the amount in which they were over by for the remainder of the season.
$3 000 001 - ++ - Team is docked 50 points with goalie sat for that weeks’ games. Team is also penalized half the amount in which they were over by for the remainder of the season. Furthermore the GM in question will be considered for removal by Admin and CC.

5-1-2 : Penalties for being under the cap are as followed:
$1 – $1 000 000 – Team has 15 points added to their total at the end of the season for the purpose of moving them up in the draft NOT effecting the playoff race. Only to be used for lottery eligibility
$1 000 001 - $3 000 000 – Team has 30 points added to their total at the end of the season for the purpose of moving them up in the draft NOT effecting the playoff race. Only to be used for lottery eligibility. Team is also fined a 2nd round pick in that year’s draft. If the team in question does not possess a 2nd round pick a 3rd + 4th will be taken. If that is not available the team will be forced to acquire one.
$3 000 001 - ++ - Team loses their lottery eligibility and forfeits a 1st round pick in the upcoming year (first their pick, if that is not owned then a 1st belonging to another team will suffice.) Admin and CC will discuss removal of a GM in question.

5-2 : If a team is over the roster maximum they will be charged a 3rd round pick in the upcoming draft. If a 3rd pick is not owned their next two highest picks will suffice.

6. TRADING

6-1 : All trades must be posted in the following format:
To Team A:
Roster Player
Year of Pick Round of Pick Team that pick belongs to (ie 2016 1st rounder (TOR) )
To Team B:
Roster Player
Year of Pick Round of Pick Team that pick belongs to

6-1-1 : Eligible Draft Picks for Trade - 2020 and 2021 (to end of 2019-20 Season)

6-2 : Trade may NOT put either team over or under the salary cap/floor OR the roster maximum

6-3 : No tradeback/rental trades will be allowed

6-4 : The condition of a certain number of games played by a player is not permitted however other conditions such as if one signs are permitted.

6-5 : Future considerations are not to be traded at any time to avoid future confusion if GM is replaced.

6-6 : NO TRADES ALLOWED with nothing in return (to allow team to get under cap or max players) (added Feb 16/21 to
clarify unwritten rule previously verified).

6-7 : ALL trades are reviewable by Admin/CC.

6-8: Trade deadline is 6 pm (on the designated deadline day – same day as NHL deadline day unless otherwise noted) and trade MUST BE POSTED AND CONFIRMED by BOTH TEAMS by 6 pm or it will be INVALID.

7. NEW GM RULE

7-1 : If entered into the league between April and December, new GM must wait 14 days from your entry to make a trade. This rule is to allow time to familiarize the new GM with the league and the player’s value according to the league

7-1-1: A new GM will be assigned a trade advisor to ease the entrance into the BBKL trade environment. This trade advisor will help the new-GM plan how they are going to shape their roster. Trade advisors will not involve their own roster with the new-GM's dealings in anyway for 3 additional roster locks after the two week trade freeze, this includes the planning of future trades.

- Once the 2 week trade freeze period is over, deals completed in the following roster (7 days at least) lock must be approved by the trade advisor before being posted. If the new GM can't contact his advisor, the trade ombudsman (see 7-1.2) will temporally act as the trade advisor and make the decision to approve, deny, or delay for trade advisor to return. The following 2 roster locks (14 days) the new GM will have complete control over their own roster, but their trade advisor will still be a confound-free voice, not involving their roster with any trade discussions with the new GM for a total of 5 weeks (2+1+2).

- Once the waiting period is over, the new-GM has every right to back off from a deal he previously agreed on (without being called out for that, ANY deal talked about during the 2 week trade freeze, or 3 week advising period is not final nor should it be brought up in an offensive manner versus the new GM ).

7-1.2 : In the event that a new GM is looking to have a trade approved but their formally named advisor (7-1.1) is absent and unable to respond for 12 hours, for any reason, a trade ombudsman will temporarily have approval, rejection, or delay for actual advisor power.

-If the new GM is in the western conference, then ?? will be the ombudsman
-If the new GM is in the eastern conference, then ?? will be the ombudsman
- Similar to the formal advisor, the ombudsman will not reference or involve their own roster in any way well in an advisor role.



The purpose of the trade buddy is to get the new GM into the community as pain-free as possible; this means player value, our rules, and what's best for the BBKL. Own team interest MUST be set aside in this circumstance. Violating this should be a warning for removal. The idea here is the be the rational voice for the new, often emotional and zealous, GM who is being over-whelmed with offers, being told 8 different ways how each move helps him, being encouraged to make a deal to 'make his team his own', etc. It does not mean slow them down and hold them back, it means keeping assets and value in the organization, the BBKL needs to protect it's franchises.

Note: The trade advisor is the FIRST line of defence for the BBKL to protect it's own best interest, in addition to rule 7-4 if the trade advisor feels the GM is unfit for duty as a BBKL GM the situation will be taken to league office for discussion (Advisor + CC + Admin).

Advisor Qualifications: must be competent in understanding the CBA and the nature of the rules, should demonstrate strong trade history and perhaps even the ability to manage a team UP the BBKL ranks -> tenure must exceed 1 calendar year, zero infractions currently of concern and of course must agree to fulfill rule 7-1.1 in purest sense (their team should not come up even 1 step removed from the new-GMs). Should be from the opposite conference, definitely different division.

Take away: New GM & advisor: 2 week freeze, 1 week approval needed, 2 week still cannot trade w/advisor but 100% own decisions. 5 week new GM review/advisor period.

7-2 : If entered between January and March, new GM must wait 8 days from your entry to make a trade. Due to the deadline we allow only a 8 day wait period although 14 is strongly
recommended.

7-3 : New GM must read the CBA and keep their teams sub-forums neat and up to date. (this applies to ALL GMs)

7-4 : During the first three months of a new GMs tenure in the BBKL you will be on probation. At this time any two violations will warrant discussion among Admin and CC for removal.


8 TANKING

8-1: the CC have added a new general rule to prevent unfair tanking, something that not only affects the final draft order, but also alter the rest of the standings as a result of disguised matchups:

Blatant tanking on purpose is not allowed. Not even after reaching gp minimums.
This means when a GM is caught blatantly dressing a worse lineup* than the one available, the league can fix the lineup immediately (this to save the integrity of the matchup and not giving up free pts to the opponent, hence screwing our standings as a result) and apply sanctions to the offending GM.
If the 'irregular' lineup is only detected afterwards, along with applying sanctions, the advantage earned by dressing a bad lineup on purpose will be taken away in the final standings by adding the points of the stats the offending GM lost in the affected matchup.

* the accused GM will have the chance to explain his lineup decisions if he disagrees with the eventual CC intervention, but the CC will obviously have the final word.

9 SLIDING CONTRACTS

9-1: Implementation of sliding contracts

Starting the 2014/15 roster submission we are going to resemble (albeit in a simplified manner) the NHL when it comes to sliding contracts too.


PLAYERS ELIGIBLE FOR SLIDE:
- 18 and 19 years old players (i.e. not turned 20 yet) as of October 1st who have not played 10 NHL games in their career yet.
- players with 0 NHL games that get signed during the season

HOW IT WORKS
GMs can leave those players without a contract on googledoc so that their contracts do not count towards the limit (50).
Whenever a GM decides to put one of those players in the active roster (lineup or bench) he needs to add his contract on googledoc and as a result from that moment onward that player will automatically add to the total number of contracts.
Once a player is given a contract on googledoc he loses his sliding eligibility for the rest of the season.
(googledocs are locked by Mike after each week so we would have records of GMs cheating on that)


Bottom line, if you want the contract of a player to slide, the only thing you need to do is cancelling (or not adding) his contract on googledoc new spreadsheet (coming soon) for roster submission.
Obviously you can only do that for players eligible for contract slide. Those players will be recognizable on your googledoc thx to a new apposite column.
Please note that from roster submission onward, once the player's contract is added on googledoc you can't take it away anymore.

10. PLAYOFFS

10.1 Format changed for 2022 playoffs (and onward), as follows:
Top 8 Teams from each conference (1st and 2nd to Division winners, then the next 6 teams in order of points)
1vs8, 2vs7, 3vs6, 4vs5


10.2 Tie breaker is Final Standings position.

10.3 No team can exceed four (4) goalie starts in a playoff matchup. If a team exceeds the playoff 4-goalie-starts per week limit, all Wins recorded by its goalies will be erased. Furthermore, eventual shutouts recorded by the goalie with less starts will be erased as well (all shutouts recorded will be erased if the goalies have the same number of starts; in that scenario exceeding the total of 4 means at least 3 starts each, hence breaking the limit by 2).

Does this mean that any non north american players over 20 are now eligible?

I don't think so since they should be in the waiver draft. Dave took this upon himself to update the older version and update it and we caught a few things that needed to be changed but looks like this was missed.
