LEAGUE ANNOUNCEMENTS thread

From now onward, we will use this thread to collect all the league announcements; the purpose is making it easier for everyone to reference to new and past announcements.

ALL BBKL GMs ARE EXPECTED TO BE AWARE OF ANYTHING POSTED HERE.
Make sure to check this thread regularly and please enter it any time you notice a new post.

Only CC members and Administrators are allowed to post in this thread, any comments will be deleted; if you feel the need to talk about an announcement, you're obviously free to start a thread to discuss it.

Please note that any rules modification reported here is considered effective amending of our CBA even before the CBA is updated accordingly.

September 2010, LTIR:

These rules only apply to waiver eligible players with relation to LTIR. Using a waiver free player or players, you can do as you please as long as you follow the 23 man rule.

You can only call-up an emergency player that has a cap hit equal to or lesser value than the injured player or two players that have a combined cap hit of equal or lesser value than the player placed on LTIR .

player winning a major NHL award


Any detail and possible scenario of the deal needs to be clearly reported in the thread starter announcing the deal.

October 2011, rosters submission fines:
Mike wroteCOLONEdmonton, Buffalo (no longer fined), Columbus, Phoenix, Montreal, and Dallas are all fined 2012 third round picks for missing the roster submission deadline. San Jose is given a pass for being new.

Dallas will also receive a warning for not posting anything at all.

To those teams who have been fined, please post the picks that are to be dropped in this thread. If you don't have one now, trade for one in a reasonable amount of time.

October 2011, Frank removal:

This is Frank's second removal. Having already used up three warnings, he was afforded re-entry under the condition of a tight leash (a single warning).

A few days ago a member disclosed to the admin team that they had seen Jeff Finger placed on waivers by Frank. Soon after, they noticed that the post in question had been removed. After looking in to the matter, the admin team PM'd Frank, who repeatedly denied doing so. Evidence was then found which confirmed Frank had indeed waived Finger and attempted to hide the waiving. This act, coupled with the dishonesty shown by the offending GM, have left the CC with no choice but to vote for his dismissal.

Calgary will now be, like Colorado, under the control of the league (perhaps a volunteer?) until a suitable replacement can be found.

7-1.1 : A new GM will be assigned a trade advisor to ease the entrance into the BBKL trade environment. This trade advisor will help the new-GM plan how they are going to shape their roster.
Trade advisors can not be from the same division of the new GM (if possible should be from the other conference) and will not involve their own roster with the new-GM's dealings in anyway for 3 additional roster locks after the two week trade freeze, this includes the planning of future trades.

- Once the 2week trade freeze period is over, deals completed in the following roster (7 days at least) lock must be approved by the trade advisor before being posted. If the new GM can't contact his advisor, the trade ombudsman (see 7-1.2) will temporarily act as the trade advisor and make the decision to approve, deny, or delay for trade advisor to return. The following 2 roster locks (14 days) the new GM will have complete control over his own roster, but the trade advisor will still be a confound-free voice, not involving their roster with any trade discussions with the new GM for a total of 5 weeks (2+1+2).

- Once the waiting period is over, the new-GM has every right to back off from a deal he previously agreed on (without being called out for that, ANY deal talked about during the first 3 weeks of the new GM tenure should not be considered final nor should it be brought up in an offensive manner versus the newcomer).

7-1.2 : In the event that a new GM is looking to have a trade approved but their formally named advisor (7-1.1) is absent and unable to respond for 12 hours, for any reason, a trade ombudsman will temporarily have approval, rejection, or delay for actual advisor power.

- If the newGM is in the western conference, then Billy will be the ombudsman
- If the newGM is in the eastern conference, then Anton will be the ombudsman
- Similar to the formal advisor, the ombudsman will not reference or involve their own roster in any way while in an advisor role.

The purpose of the trade buddy is to get the new GM into the community as pain-free as possible; this means player value, our rules, and what's best for the BBKL. Own team interest MUST be set aside in this circumstance. Violating this should be a warning for removal. The idea here is to be the rational voice for the new, often emotional and zealous GM who is being over-whelmed with offers, being told 8 different ways how each move helps him, being encouraged to make a deal to 'make his team his own', etc. It does not mean slow them down and hold them back, it means keeping assets and value in the organization, the BBKL needs to protect its franchises.

Note: The trade advisor is the FIRST line of defence for the BBKL to protect its own best interest, in addition to rule 7-4 if the trade advisor feels the GM is unfit for duty as a BBKL GM the situation will be taken to league office for discussion (Advisor + CC + Admin).

Advisor Qualifications: must be competent in understanding the CBA and the nature of the rules, should demonstrade strong trade history and perhaps even the ability to manage a team UP the BBKL ranks -> tenure must exceed 1 calendar year, zero infractions currently of concern and of course must agree to fulfill rule 7-1.1 in purest sense (their team should not come up even 1 step removed from the new-GMs). Should be from the opposite conference, definitely different division.


Take away: NewGM & advisor: 2 week freeze, 1week approval needed, 2 week still cannot trade w/advisor but 100% own decisions. 5 week new GM review/advisor period.

C-W EARLY UPDATE

NHL teams are now reaching the 26gp mark, so the gates are open for potential early updates from C to W of players belonging to the 2 categories eligible:
- centers whose FOR was <.4 in the season used to determine their current position
- bbkl rookies (to be precise: centers who played less than 26 games the previous season and never reached 40 gp in one NHL season; i.e. centers whose position is still determined off nhl.com draft lists, or off CBS for undrafted players).

Remember that to be credited with the position switch the eligible player (see above) must satisfy both following conditions:
1) the number of NHL games he has played during the current RS has to be in between 26-29
2) his corrispondent FOR for the current season must be below 0.3


if your player is compliant, please fill the following form and post it here to request the update:

Please remind you will be allowed to use your player only in the specified position no matter if CBS leaves you the option of setting a different one too.

Time to get your team pages including active rosters, assets, bench, cap, LTIR, IR etc all cleaned up guys.

The annual sweep will be being performed next week.

REMINDER:

If you have Centers that qualify for early update and you want to move them to the wing, make sure to post your request after their 26th GP and before their 30th.
Remember that to be credited with the position switch the eligible player (see above) must satisfy both following conditions:
1) the number of NHL games he has played during the current RS has to be in between 26-29
2) his corrispondent FOR for the current season must be below 0.3
Applications submitted after your center has already played his 30th game of the season won't be considered and his role will stay the same until the ASG.

We would like to highlight some inaccuracies within team sub-forums. Could the following GM's please remedy the following issues by next weeks roster lock. If you have any threads in your team sub forums you would like removed I am sure Scott, Mike or Matt could remove those at your request. We are really concerned with having an accurate searchable roster that is to the present. I know this can be tedious for the ones who are very active but if you have time to make trades or set your roster you have 2 mins to copy and paste your up to date roster. This site is our main record tracking source, not CBS. Please look into some of the highlighted issues asap. If you have any questions or need help cleaning something up from an Admin, contact any CC member or Admin. I know i have a few threads i would like removed. Thanks.

San Jose - Hasn't kept viewtopic.php?f=48&t=5672 thread up to date. Still has week 2 up there and a lot of the players there are no longer on team or match up with CBS.. needs to be updated. Also viewtopic.php?f=48&t=5673 needs to be updated as well.

Phoenix - viewtopic.php?f=45&t=3065 <-- Spreadsheet needs to be updated; viewtopic.php?f=45&t=4472 <-- searchable is out of date too but viewtopic.php?f=45&t=4403 This thread looks current though. Sub forum is a little confusing.. maybe just have your current lineup also be your searchable list Mash?

Positions ASG update to be performed in the next hours accordingly with the criteria below.

The update covers both W->C and C->W switches and does not require any application by GMs.

CRITERIA TO UPDATE FORWARDS POSITIONS at the ASG break
a) players that are in their current team top 4 will stay at center for the rest of the season.
b) players that have over 270 FOT and that played only with their current team will stay a C for the rest of the season even if out of the top 4.
c) players out of the top 4 and below the 270 threshold will still be C if their FOR on the current season is higher than 0.3 (rounding: 3049 = .30 -> W , .305 = .31 -> C)

exception (application should be requested by GMs)
IF (altogether):
- the player has FOR < 0.3 (and less than 270 FOT)
- no player with higher FOT and FOW% was traded away during the season without a player with higher FOT and FOW% replacing him
-> then the player will be made a winger even if belonging to the current top 4 of his team.

GP specifics
Position will not be updated for players with less than 26GP on the season.
Late updates will be available upon request once players late to reach the 26gp threshold will get there.


Once updates are announced to be completed GMs are expected to check for any eventual mistakes and point them out.

The ASG break update has been completed.

Here is the list of the changes performed.

The list of CBS fake duals at the bottom of that first post has been updated accordingly.
Remind that you are only allowed to use your player in the specified position, the one i've currently set on CBS.

Please point out in that thread any mistake.


As soon as tomorrow we should post here the specifics for potential late updates; those will cover players who reach the 26gp plateau after the ASG and players whose FOR will drop below 0.30 as a result of trades.
For example, that means Patrick Kane will probably become again a winger.

The CC agreed as a whole that intentional tanking to the point of not dressing EITHER active goalie was excessive and against our mandate:
..That our rules be enforced in a impartial manner to ensure a fair even playing field for all of our members. Lastly that all of our GMs manage their clubs at a competent and competitive level.


Because we feel so heavily and unanimously we've decided that the immediate fix is a forced-roster adjustment, wherein the starter (in this case believed to be Carey Price) is dressed. No punishment will be made to Chuck as there is no 'hard rule' he ignored, however this rule is forthcoming.


We also added a more specific regulation over non competitive managing:
"GMs are expected to dress each week the best possible lineup available under their current roster; the league won't question discrectionary decisions, but whenever it's obvious a GM is not acting accordingly with the aforementioned purpose and, more in general, with the ones of the rules, the league will have the duty of taking away the eventual resulting advantages, besides fining and/or warning the offending GM."

In this circumstance, putting back into the lineup the only #1 G available (default decision, would have been Schneider if Price was not available) prevents both MTL and PIT from getting the supposed advantage out of this situation, safeguarding a fair playing field.

We hope that Chuck, and league, understand that this is a decision made for the group of 30, for the quality of what we have here.

Heh. I wonder who brought this up -- or was this precipitated by the fact that there was a league-wide review of available goaltending due to my previous (on-going) predicament? This is going to open up a can of worms.

Edit: For the record, I agree with the league's decision, but to a point. If GGP minimum is 41, a GM shouldn't be under any obligation to continue past that threshold. I actually thought about it just a couple of days ago -- kind of weird that this is coming up now.

I agree with the ruling. No issues there at all. Because a good team should not get a higher pick than a worse team even if the "loophole" is within the rules. If I miss the playoffs because of it, then so be it.

That being said, you have indirectly implied that Chuck and I somehow possibly colluded <-- I have never cheated for anything in my life. So go fuck yourselves.

i, for one, had (and have) no idea of your predicament.. i can't tell if who brought this up did, but i think it's not relevant anyway and i don't see why this ruling should open a can of worms.

the 41 GP minimum and the duty to compete as expected by the league mandate stated in the CBA are not mutually exclusive.
Having more than 41 GP is a requirement, not going blatantly against fair competition is another one.

Took much longer than scheduled, but here it is:

Late updates

1) late 26
if a player reaches the 26gp after the ASG break, his position may be updated upon request:
once these players will have played their 26th game of the season, GMs will have the chance to ask for an update of their position by using this form:
Player's name: xxxxxx xxxxxxx
2011/12 #GP: xx
2011/12 FOR: x.xx

if FOR <.3, the Center will be moved to W.
GMs will have a limited window to apply for the late update: from 26 to 29 gp; if the request is posted after the player has reached 30gp it won't be taken into consideration, unless that happened in between the ASG break and this late announcement: if the 26gp threshold was reached during that window of time, you’ll have a 3 games long timeframe to post a legit request.


2) trades
If one of your players’ FOR drops below 0.3 because of a recent trade, you’ll have the chance to apply for an update of his position by completing and submitting the aforementioned form in this thread.

You don’t need to care about what follows, but these are the criteria that will determine if your application will be received or rejected:

a) if a BBKL Center has been traded and after the ASG break he drops out of his new team top 4 and below the .30 threshold within 40 days from the deal, then he can be made a W under request; however, the switch may be denied by the CC in case it's deemed that (already happened) injuries to top 4 player/s are expected to compensate the effect of such trade.

b) if after the ASG break a BBKL Center falls below 0.3 (FOR) and out of his team top 4 (or falls below 0.275 despite staying in the top 4), because of a trade occurred within the past 40 days (i.e. the newcomer has higher FOR and FOW%, + higher FOT since joining), then he will be eligible for a late update; however, the switch may be denied by the CC in case it's deemed that (already happened) injuries to top 4 player/s are expected to compensate the effect of such trade.
