This week Mike has been over cap as he had Marcel Goc's contract listed at $1,300,000 when in actuality it is $1,700,000. His roster for this past week was therefore $358,333 over cap:
Which, According to the CBA:
$1 – $1 000 000 – Team is docked five (5) wins and five (5) ties (15 points) from their season points total
However we've also been working on the wording of a edit to the CBA wherein self-confession will be considered, resulted softening the fine, if reasonable and possible. And this was a prime example for the clause to be enacted.

Therefor we concluded that the Toronto Maple Leafs will be fined 5 wins (10 points) for being over the salary cap during week 21 of the regular season. He must also make a roster move that will be set to the start of the week which mustn't improve his team.

CBS trade deadline feature turned off so teams can complete their own trades, will need to be re-enabled for next year.

Sticking with the rules we've used in the past, missing GP requires the team that misses 1st round pick to be bumped down 1 spot. This season, the following occurred:

The Philadelphia Flyers - 24 games under the 1100 cap
Dallas Stars - 137 games under the 1100 cap

Below is the result of that. Note: This occurs for 1st Round Picks ONLY.
1st stays 1st
2nd becomes 3rd
3rd becomes 4th
4th becomes 2nd
5th stays 5th


Leaving this as the new top 5.

FINE for ANY comment made before confirmation

First infraction = 7th
Second infraction = 6th
Third infraction = 5th
etc.

Must be a trade-able draft pick, 1 week from infraction to let the CC know which pick is being removed. After 1 week the closest (but better) available to the fine be taken.

Posts regarding procedure, formatting, and regulations are exempted
Punishments not retroactive.

As per the judgement of the CC, Frederik Andersen (drafted by TOR in this year's BBKL draft), was not eligible to be drafted and the pick has been cancelled.

He is now eligible to be claimed in the upcoming Waiver Draft.

Don't blame the CC. They offered a compensatory pick in 2013 draft which I declined
I would of declined it too, I just think its rediculous.

If that player was eligible than a host of others that were designed to be held for waiver draft would have been eligible.

Aside from Andersen every player picked is legal according to the 1st post in the draft thread -> it was visible enough, we've stated several times the CBA is out of date -> no its not perfect but it's the better option. Previous precedent (as in past drafts, or other non-updated rules) suggest the same course of action.

So we found that
1. Past presedence has been set by CC and despite the cba being out of date the pick is illegal.

We did want to compensate because there is no chance for him to re-pick, but it's not helpful at all to make it sound that hostile. We understand there was a grey-area but maintain the long-term and consistent outlook on the matter.

The 2012 BBKL Waiver Draft originally scheduled on September 16th has been postponed.

Once the opening of training camps will be announced by the NHL, our Waiver Draft will be immediately re-scheduled for the following Monday with a minimum notice of 3 days.
That means if, for example, the announcement happens to be on a Sunday, our Waiver Draft will start on the following Wednesday. If it happens on a Tuesday, it will start the next Monday.

The CC would like to remind teams to check their 2012 draft class, please check they are on your team-page (roster) and your CBS page. WE CANNOT SEE OR SEARCH YOUR CURRENT SPREADSHEET. The admin's are merely trying to keep us organized, if it feels like punishment, think about trying to get the 29 or so of us to do anything.

The waiver draft will commence Wednesday, January 9th at 12:00PM EST. Selection windows will last 8 hours. Get your team pages up to date, double check your CBS. You only have yourself to blame if you lose a player because you didn't do your due diligence.

CC OFFICIAL ANNOUNCEMENT

Given what the limit was in the expired NHL CBA (90, with no reported expectations of it being reduced in the new one, whose specifics are however still unknown), the max number of owned players for this season has been set to 78, starting with rosters submission.

If the NHL limit will be confirmed at 90 or more, our max number will grow to 90 for next season (September/October 2013 roster submission).
It will grow further in the following season accordingly with new NHL CBA if it turns out the limit was increased beyond 90.

At roster submission, rosters can not have more than 50 players under NHL contract.
It's yet to be determined whether that limit will apply during the season, and if that's the case, eventual increase and exceptions may be added depending on details of the new CBA.

Keep in mind a roster minimum might be applied in the future as well.
In fact, in the expired NHL CBA no team could have less than 24 skaters and 3 goalies under NHL contract.

With the NHL expected to start on January 19th, our dealine for roster submission has been set for January 17th at 8 p.m. ET.

Lastly, and only for this season, the deadline for free drops of NHL contracted players is the roster submission date (January 17th at 8 p.m.).

Regarding FA claiming after waiver draft

- Waiver claims will continue to be, as always, one per 24 hour period.
- FA claims (NHL signed, unowned, and not eligible for the upcoming Entry Draft) will be limited to one per 24 hour period up UNTIL January 19th.
- These will begin at 11:00AM EST after the waiver draft is completed. If the final pick is made at 10:00AM, free agency will open one hour later.
- Beginning January 20th unlimited FA claims are reinstated.
- FA claims will cease on February 14th. From February 15th-on there will be no FA claims, these players are to be held for the waiver draft.

Terms for in-season update of F's position

This season, automatic forwards position update is scheduled to be performed on March 12th. It will be based upon games played through March 11th.
The update will cover both W->C and C->W switches and will not require any application by GMs, but will only pertain players that will have played at least 20 games by then.
As usual, GMs will not be allowed to switch positions for those forwards that will be dual on CBS, position will have to stay put (same one specified at the bottom of the C's list).

The update is going to be performed accordingly with the criteria below.

CRITERIA FOR IN-SEASON UPDATE OF FORWARDS POSITIONS -- 2012-2013
a) players that are in their current team top 4 will stay at center for the rest of the season.
b) --
c) players out of the top 4 will still be C if their FOR on the current season is higher than 0.3 (rounding: 3049 = .30 -> W , .305 = .31 -> C)

exception
IF (altogether):
- the player has FOR < 0.3
- no player with higher FOT and FOW% was traded away during the season without a player with higher FOT and FOW% replacing him
--> then the player will be made a winger even if belonging to the current top 4 of his team.

GP specifics
Position will not be updated for players with less than 20GP on the season.
Late updates will be available upon request once players late to reach the 20gp threshold will get there. GMs will have a limited window to apply for the late update: from 20 to 22 gp AND PRIOR to roster lock of the 1st round of the BBKL playoffs; if the request is posted after the player has reached 23gp or after that roster lock, it won't be taken into consideration and the player will remain a C till the end of the season.



After the announcement of completed update, GMs will be expected to check for any eventual mistakes and point them out.


Contextually, the 2013 trade deadline has been set on Monday March 25th at 2 p.m. Eastern time.

Phoenix - official warning for removal + 3rd round pick to be forfeited
Washington - official warning for removal + 3rd round pick to be forfeited
Columbus - official warning for removal + 3rd round pick to be forfeited

Buffalo - two official warning for removal + 3rd round pick to be forfeited
1st warning: Failure to submit roster (02.10.13)
