The top 3 picks are subject to the lottery. The 30th place team can pick as low as 4th overall if they fail to win any of the 3 lottery picks.
*1st Round Draft Order Rules*
Pick #1: All teams that fail to qualify for the playoffs enter the draft lottery; a weighted lottery is conducted to determine the 1st pick
Pick #2: The 13 remaining teams are in a weighted lottery to determine the 2nd pick
Pick #3: The 12 remaining teams are in a weighted lottery to determine the 3rd pick
Picks #4-14: Teams that don't win the lotteries for picks 1-3 are slotted are based on regular season standings
Picks #15-26: Teams eliminate in the first two rounds of the BBKL playoffs are slotted based on regular season standings
Picks #27 & 28: Conference Finalists; the team with the fewer regular season points get the 27th pick
Pick #29: BBKL Runner-Up
Pick #30: BBKL Champion

Now that I have a top pick in 2017 i've been looking into that draft.
Connor McDavid draft -2 season (OHL):

25 goals
41 assists
66 points
didnt make playoffs
Nolan Patrick draft -2 season (WHL):
55GP
30 goals
26 assists
56 points
Playoffs:
19 gp
8 goals
7 assists
15 points
Nolan Patrick is already 6'3 195 lbs, and a centerman.
It would be nice to be able to select him. Especially if next McDavid type player.
The other guy who could be good is Elias Pettersson who is putting up better stats than William Nylander did at the same age in the same leagues. William Nylander put up better stats than Filip Forsberg, for a comparison. He is a bit on the light side, but still only 16, and he has gotten a lot taller recently.

I updated the picks over the weekend but any new deals from Monday aren't on there yet. I'll finalize the draft picks when the issue with late trades is resolved.

The 2016 picks are updated through the trade deadline. The (temporary) order is on the spreadsheet. View the tabs labeled "1st Round", "2nd Round", et al. The order is determined by the latest standings (this Monday).
After the final regular season standings are decided, we will have 84 slots determined (the 1st through 14th picks in rounds 2 through 7). The lottery date has yet to be announced. Each round of our playoffs will determine more of the draft order as it progresses.
See the first post for a reminder to the draft order format. The lottery only affects the first round. The 30th place team will have the first pick in the 2nd through 7th rounds.

Arizona and NJ finished tied in pts, but Devils get 26th position because of one more matchup W.
So:

I should amend what I said before...the initial order isn't set in stone because GP can come into play and adjust the standings and the order. I won't declare myself #1 in the lottery until I reach the GP requirements.
Teams out of the playoffs still need to dress legal lineups and accumulate GP. There is still a month of games remaining and several teams need to reach 1100 skater games and 41 goalie games (myself included). Anyone above or near 1000 games now should be alright if they continue on their current pace. Teams under 900 games have no margin for error and are very likely to miss the minimum.
I'm at 30 goalie games with Mike Smith nearing a return and Ryan Miller in a platoon starter situation with Markstrom. I should reasonably get to 41 with a month to go. Only 4 BBKL teams are under 41 games right now.
